Syracuse Makes 2010 Appointments; Woody Named Pres.

SYRACUSE - Syracuse Town Council used their last meeting of the year to announce appointments to various organizations for the upcoming year, elect a new council president, and to enact an ordinance and a resolution.

Tony Ciriello's appointment as town marshal was continued. Town Manager Henry DeJulia's contract was renewed for 2010-2011.

Paul Hoffman and Paul Stoelting were both appointed to three-year terms (2010-2013) to the tree board.[[In-content Ad]]The Kosciusko County Board of Zoning Appeals saw Dan List as the town council president's appointee, with Don Cowan and Ben Plickard appointed by council.

On the park board, Shirley Connolly was appointed to a three-year term (2010-2013), with Dave Van Lue serving as the school board appointee.

Heidi Heinisch is the town council's appointment to the Turkey Creek Library Board.

Syracuse Redevelopment Commission received three town council president appointees: Dan Van Lue, Ernie Rodgers and Paul Stoelting. Larry Siegel and Brad Jackson will serve on the commission as town council appointees.

Mike Reed will continue as Syracuse town attorney, and council member Brian Woody was elected as council president for 2010.

The council approved an emergency ordinance providing for the transfer of appropriations for the police department. According to Ciriello, $13,000 appropriated for gas and oil expense was not used. The council granted permission for these funds to be used toward the purchase of a 2009 Chevy Impala from Lakeside Motors, with total cost not to exceed $17,960. This car will be used as an administrative vehicle.

In other police business, the council also approved $45,675 for the construction of a new storage building, which will be used by other departments. This will be a 40-foot by 60-foot structure, 16 feet in height, built by Pacemaker Construction. Also approved was $480 for weather-related additives for concrete work, if needed.

The council approved a resolution authorizing the clerk-treasurer to make transfers. This allows for "necessary and appropriate line-item transfers within funds to balance and close the 2009 books in proper form."

In other financial matters, the council paid claims for December 2009 totaling $392,679.12; approved $3,000 for the street department garage run-off project; and approved $1,200 for the purchase of a new 75,000 BTU infrared heater for the water plant building.

Town Clerk Julie Kline presented the council with a subordination agreement, made with Mutual Bank of Syracuse. This involves a rehabilitation loan where the homeowner has refinanced, and which moves the "position" of the town's lien on the property. The council approved the agreement.

Kline also announced that there will be a 1.6 percent (or $850) increase in the town's liability insurance, which is carried by Fred Miller Insurance.

In other business:

n The council reviewed examples of the home page for the proposed Town of Syracuse Web site. The format was regarded as extremely user friendly by department heads, although a color scheme could not be decided upon. A final decision will be made after the first of the year.

n The Learning Center will host a Christmas Program Dec. 21 after the lighting of the town Christmas Tree at Crosson Mill Veterans Memorial Park.

n The Kiwanis announced their Winter Carnival is Jan. 23.

n The Daddy/Daughter Dance is scheduled for Feb. 6.
