Solid Waste Board Considers Rebidding Services

A proposal to rebid recycling services for the Kosciusko County Solid Waste Management District was tabled Tuesday during the board meeting.
Jim Stafford of Stafford Waste Management requested the one-year option be exercised on his contract before a new contract is advertised.
"There is still a one-year option with us and we can take glass if the money is correct," he said. "We are a local company and every dime stays in this county."
In January, three recycling stations in Warsaw and one each in Winona Lake, Etna Green and Claypool were removed due to budget cuts, leaving six stations active. Glass collection was ended at the beginning of the year, too.
On Jan. 13 the board signed a streamlined agreement with Stafford's Waste Management to continue operating the recycling stations and for materials handling at a cost of $107,004, a reduction from 2002's $151,200 contract.
Board president Brad Jackson asked that Stafford come in next month and show what he would charge with and without glass collection. He advised executive director Sue Studebaker to present Stafford with a list of her priorities, too.
The board reviewed the district's operating and building fund ($25,362 per year) budgets, scheduling public hearings for Aug. 12 and Sept. 9.
The operating budget was set at $267,611, which includes payroll, supplies, professional services, repairs and maintenance, utilities and grant funds.
The operating budget also gives recycling services costs as $10,833 per month or $130,000 per year.
In April, Warsaw began a twice-monthly curbside recycling pickup available to eligible residents.
In other business, the board:
• Approved a resolution earmarking the first $2,113.49 in tipping fees per month to the building fund.
• Approved Public Education and Promotion grant applications of $6,200, which were forwarded to the Indiana Department of Environmental Management. The grant requires a $6,200 cash match, with an in-kind match of $1,500.
A second grant of $2,250 to the Indiana Recycling & Household Hazardous Waste Program to collect scrap tires also was approved, which also requires a cash match of $2,250, with an in-kind match of $2,100.
• Heard a security system is installed in the KC Depot.
