Departing Kosciusko County Sheriff Rocky Goshert was recognized by the county council this morning for his 30 years in law enforcement.
Goshert, who will be succeeded as sheriff by Capt. Aaron Rovenstine, received a lifetime award from the Indiana Sheriff Association during its conference in Indianapolis last week. Rovenstine presented him the plaque during the commissioners meeting this morning.
Goshert’s law enforcement career began when he joined the Indiana State Police in 1980. He then joined the sheriff’s department as a deputy in 2001.
Also this morning, approved a declaratory resolution as a step toward creating a tax increment finance district for North Central Cooperative, which plans an $8 million expansion near Mentone. The request will go back to the county Redevelopment Commission for a confirmatory resolution.
Council heard from Emergency Management Director Ed Rock that the Federal Emergency Management Agency has reimbursed the county government and highway department about $56,000 for expenses incurred during heavy snow cleanup in January. In all, close to $178,000 was paid to schools and cities in the county, though Rock noted it’s only a small amount of what cleanup cost.
Council approved the following county department head appointments this morning:

Administrator – Ron Robinson
Attorney – Chad Miner
