Seat Belt Enforcement

I would like to ask a few questions about current seat belt enforcement.
I have a back condition and related issues that cause me great trouble to wear it. I have been pulled over twice in the last month. The first time was by two state troopers who were guarding a county road. I was asked why I was not wearing a seat belt. I told the officer my story he said he had no choice but to issue a ticket, that his superiors would not allow warnings for seat belts.
Is this not against the basic principles of a free society to force an officer to issue a ticket or make an arrest? Also, are funds for highway patrol best used to put two officers on a county road?
The second time was a Winona Lake officer guarding Winona Avenue in Warsaw. I was again asked and refused help. Again, is this the best use of village funds? Isn’t there something they could be doing in the village?
Finally, why do all the seat belt enforcement officers seem to be placed at businesses that cater to the poor?
