Redevelopment Commission Approves 2016 Financial Report

Along with claims and the 2016 financial report the City of Warsaw Redevelopment Commission Monday approved a resolution supporting the city’s application to be a Stellar Community.
President Tim Meyer said the financial report is distributed to a number of different taxing units, including the auditor, city and county councils, county commissioners, Warsaw Community Schools and townships among others.
“Anybody that is anybody,” he said. “This really gives a summary of all of our current TIF districts and plans of where we’re going in the future. It does kind of provide a blueprint of what we should expect to see in the next three to five years, maybe a few small exceptions. It is, if you will, a good financial plan.”
It does lay out the financial plans for each TIF district, he said.
The Commission approved it, and Assistant City Planner Tim Dombrosky said it would go on to the city council at its meeting Monday night.
A part of the introduction of the report, prepared by City Planner Jeremy Skinner, states, “After completing Phase 1 of the Technology Park and the shell building in 2015, we are in the process of completing engineering design on the lift station and phase 2 of the Tech Park. I anticipate starting construction on phase 2 either later this year or spring of 2017. This year we are completing the engineering design for the pedestrian trail that will run along Silveus Crossing and 300N, with the goal of starting construction in the next couple of months. This project will connect the pedestrian trail at the Technology Park to the school and the residential/commercial development along SR 15 and Sheldon Street.”
Claims approved included: $10,750 for Martin’s Super Market for right of way acquisition for the roundabout on the Husky Trail project; $31.25 for Kosciusko County Treasurer’s Office for the spring 2016 installment of a ditch assessment; $155.56 for NIPSCO for the shell building; $634.87 for H.J. Umbaugh for investment cash advisory services; two claims of $3,375.50 each for A & Z Engineering for the Husky Trail roundabout design; $11,300 for Wessler Engineering for the Warsaw Tech Park Phase II lift station; $994.50 for Faegre Baker Daniels for the Buffalo Street project development agreement; $110,400 for Medtronic bond payment; three claims for Huntington National Bank of $154,566.25 and $72,685 and $18,712.50 for the Northern Economic Development Area bond payments; and two for Regions Bank of $96,397.50 for the city hall project bond payment and $59,850 for the Warsaw Commons project bond payment.
The resolution the Commission approved, 2016-06-1, declares its support for the city’s application to be a Stellar Community designee.
On April 5, Lt. Gov. Eric Holcomb named Warsaw as one of the finalists for the Stellar Communities program. The two winners, one in each category based on city population, will be announced at the state fair Aug. 18.
Thallemer said the city solicitated similar resolutions from its other partners in these projects. The Stellar committee wants to see their support for the projects.
The last item the Commission reviewed was a letter sent to taxing units that overlap its TIF districts. It states the Commission was notifying them of its determination that there is no “excess assessed value” that may be allocated to the overlapping taxing units.[[In-content Ad]]
