Questions Over State Detour for Ind. 15 Closure at Claypool

Kosciusko County Commissioners discussed how it will handle an upcoming closure of the Claypool overpass in February.

While the exact date of the closure wasn’t discussed, the area of Ind. 15S and CR 700 will be closed for 185 days.

The county will come up with an unofficial detour route, but since the project to repair the road is an Indiana State Department of Transportation project, the state will ultimately determine the official detour route.

County Highway Superintendent Scott Tilden said the commissioners can expect the unofficial route at their next meeting, Jan. 3.

Sheriff Rocky Goshert said he had concerns with the state’s detour route.

He told the commissioners that the state needs to account for oversized trucks and super loads, and make sure they are detoured to state roads rather than smaller county roads.

Goshert said that super loads will take up two lanes on some county roads.

The commissioners said they also need to look closely at signage before the project starts.

Commissioner Ron Truex took issue with the state’s mandate of determining the detour route.

Earlier in the meeting, he took exception with a mandate from the Indiana Department of Environmental Management that they must test three bridges for asbestos.

Those bridges were approved to be repaired earlier this summer.

The cost is $900 for each bridge to test for asbestos.

“It would be OK if they weren’t so critical of how counties manage their money,” said Truex of the state’s unfunded mandate.

County Administrator Ron Robinson requested and was approved to accept a bid for a skid loader that will help with snow removal.

Robinson said the cost of the skid loader was between $33,000 and $34,000 for a new one.

Robinson said he hopes to have it in two to three weeks.

The board approved the change of the speed limit on Old 30 West/Lake Street in Warsaw from Warsaw city limits to Leiter Drive.

The speed limit will drop from 40 to 35 mph.

The board also approved the following appointments for 2012:

Gordon Vanator – Alcoholic Beverage Commission

Dan Richard – Area Plan Director

Bob Conley and Kevin McSherry – Area Plan Commission

Dr. William Remington – Medical director for the Board of Health

Lee Harman and Charles Haffner – Board of Zoning Appeals

Ron Robinson – County Administrator

Mike Miner – County Attorney. Miner was also approved by the commissioners for a 2 percent pay raise, which will up his annual salary to $23,990.

Katelyn Blanchard – Convention Visitors Bureau Commission

Ron Truex and James Scott – Drainage Board

Wes Stouder – Economic Development

Bill Holder – Geographic Information System

Ed Rock – Homeland Security
