The Kosciusko County Area Plan Commission added a ninth member to its board Wednesday afternoon, which paved the way for property in Syracuse to take a step toward residential development.

Kevin Hardy, representing Milford, was added to the board.

Hardy's first vote came in the matter of land near Lake Wawasee owned by The Lodge of Syracuse.[[In-content Ad]]The request asked for approval to develop a 13-lot subdivision at East Crow Road, Syracuse. Previous votes on whether to give preliminary plat approval failed because it did not get a required five votes. At the commission's July meeting, the vote was locked at 4-4.

Area Plan Director Dan Richard said Hardy had sat in on a technical committee meeting and was given minutes from previous meetings.

Before the board voted, they moved to include several provisions the property owners sent to the board. Once those were added, the board voted 6-3 to approve the preliminary plat.

The board then discussed a request by a local Girl Scout group to rezone part of their land from public use to agriculture in hopes of selling it.

The Girl Scout group at Limberlost Camp, near the intersection of CR 500N and D15 Lane, near Dewart Lake, requested 20 acres of land in the northwest corner of their property be rezoned.

Commission member Chuck Haffner took issue with the request.

"The land was donated," said Haffner. "The agriculture designation is misleading. It's not good for growing anything except marijuana."

Haffner was referring to a July 2008 incident where several individuals were arrested for growing marijuana on that parcel of land.

The Girl Scout council owns more than 200 acres of land at that location.

The Girl Scouts didn't have a representative at the meeting.

Any decision on rezoning that land was table until the Girl Scouts council was notified and asked to have a representative at the commission's September meeting.

Finally, the board talked about the recent passage of a wind tower ordinance in the county.

The county commissioners voted to approve a wind tower ordinance that was born out of the Area Plan Commission.

The final ordinance waived a $2,500 fee as well as inspection of the wind tower itself.
