Planners OK Plat With Drainage Condition

While several items were considered regarding Ray Williamson's petition for preliminary plat approval (Case No. 05017SD), engineering plans for drainage was the only condition tied to the plan by the Kosciusko County Area Plan Commission.

The residential development is on 21.84 acres east of Hoffman Lake, west of CR 700W, west of the CR 250N intersection and north of U.S. 30 in Prairie Township.

Highway Supervisor Dennis Pletcher said he was concerned about water falling to Clifton Street because there is no tile there.

Williamson's lawyer, Rick Helm, said any runoff generated by the development would be addressed by the drainage plans.

Installation of passing lanes on CR 700W were discussed but not made a condition of the approval.

The commission requested construction equipment be brought in on CR 700W instead of through the residential district along the lake.

The commission's makeup will change in January with the addition of a county commissioner and county council member, per state statute.

The county commissioners will have to decide whether the county surveyor stays on the board or the county agriculture extension educator has a seat.

The board also:

• Approved Alberta Wamsley's preliminary replatting (Case No. 05015SD) of Lot A in Thorn Tree Hill. The property is on the northeast side of Chapman Lake at 3418E CR 400N in Plain Township.

Wamsley said her son wants to buy two acres for his own use.

• Approved rezoning three acres on the south side of CR 100s, east of CR 325E, from a commercial to industrial 2 district (Case No. 05037Z) in Wayne Township.

Property owner V.H. Batalis said he had a potential buyer for this property pending the rezoning. The item will come before the county commissioners for final approval Dec. 27.

• Approved John Kidd's petition (Case No. 05016SD) for preliminary plat approval for a residential development on an eight-acre tract of ground. The property is on the north side of Epworth Forest Road, east of Hoss Hill Road, in Tippecanoe Township.

Kidd said the stick-built, 1,100-square-foot homes would be designed for first-time buyers.

The developers are requested to sign a disclaimer from the Tri-County Fish and Wildlife Area, recognizing that certain activities are allowed on the state property.

• Scheduled the next lake district residential area committee meeting for Jan. 11 at 8:30 a.m. in the Munson Building.

• Heard from assistant planner Matt Sandy who had received an inquiry about the installation of energy-generating windmills. A Tippecanoe Lake resident inquired about erecting two windmills on agriculturally-zoned property near his lakefront home.

The height of an accessory building in a residential district is limited to 20 feet, Sandy said. The wind generators are 80 to 100 feet tall.

The county does have ordinances regarding cell towers which are 180 feet tall or higher.

Richard recommended the windmills be added as an exception to the zoning ordinances. He said the amendment could prepared by the next APC meeting.

The property owner plans to bring the wind-generated power to his land and sell any excess to a utility company.

• Discussed establishing a way to review plats and drainage plans now that the county does not have its own engineer to oversee designs.

APC members are: Vic Virgil, appointed to represent small towns; Dick Kemper, county surveyor; Kelly Easterday, Extension representative; Don Ahrms, appointed by the school board; Norm Lovell, Milford; Charles Haffner, Syracuse; Kevin McSherry, appointed by the county commissioners; and Larry Coplen, appointed by the county council.
