Planners Discuss Ind. 15

Adam Fischer, of Thompson Thrift Management, was before the Warsaw Plan Commission Monday to request a replat of the Nye-Brandt property, where the Kohl's store stands, along Ind. 15.
The commission approved both the preliminary and final plat, allowing a lot line within the property to be moved to the north. Fischer said the replat was to better organize construction plans.
The commission also addressed the road conditions of Ind. 15, a thoroughfare experiencing increased traffic congestion because of commercial development.
City Planner Jeremy Skinner said he contacted the Indiana Department of Transportation regarding a street light at the intersection with CR 300N, but was denied its construction under current conditions.
INDOT will address the issue again in two years, but Skinner said the department will re-evaluate the street if traffic continues to increase as it has in recent years.
Commission President Joe Thallemer said Mayor Ernie Wiggins and Skinner have been diligent about development along Ind. 15.
According to Fischer, Thompson Thrift Management has money in its budget to help cover the expenses for a stop light at CR 300N.
In other issues, Skinner and the commission discussed the idea of enlarging the lot sizes for R-1 zoning within the city limits, as well as changing the now identical requirements of R-1, R-2 and R-3 zoning.
Skinner recommended an increase in R-1 width size as well, stating that recent subdivision requests have used a larger width then what the city required.
"We've had the benefit of having a large amount of subdivisions come into the city lately," Skinner said. "By looking at what these developers build, we've had a better understanding of what type of lot sizes are going to be in the works."
He also addressed increasing the lot size of rural residences without a sewer connection, stating there have been many recent cases of septic tanks failing in the county. If the city increases this zoning lot size, it would be an easier transition if the properties were annexed into Warsaw city limits. Skinner drew unanimous support from present commission members, and said he would contact those not present to hear their input.
"These are very logical steps to where we're headed," member Jim Gast said.
Present for the meeting were Thallemer, Gast, Jeff Grose, Lacy Francis and Tammy Dalton. Alan Clingan and Rick Keeven were absent.
