The girl, who lives with her family near the park, said she and her family have witnessed kids smoking, drinking, doing drugs and engaging in sex acts at the park.
She had previously written a letter to the council stating her concerns.
While talking to the board, she said her and other kids in town don't feel safe going to the park.
"That really bothers me," said town board member Jerry Kreger. "When she says that she doesn't feel safe, that bugs the hell out of me."
In her letter, the girl suggested putting security cameras in the park.
Town Marshal Tim Sammons said his department has already made arrests at the park.
Sammons said it was important for people to call when they notice improper activity at the park.
The girl's name wasn't mentioned because of harassment her family has already received and may receive for coming forward.
Two new ordinances were passed by the town council.
Jake braking is now not allowed within Pierceton town limits. The penalty for doing so is $100.
The council also approved a resolution that was previously approved by the Kosciusko County Commissioners.
It allows for a mitigation plan from the Emergency Management department.
Ed Rock, director of Emergency Management, said the idea of the plan was to address issues like flooding before disasters hit.
The board also allowed Lifeline Services, which runs Pierceton Woods Academy, to refinance their bond for the academy.
The refinancing doesn't extend the length of the bond and drops the interest rate to 3.9 percent.
Brett Bailey, vice president of Lakeland Art Association, appeared before the council to let them know that annual art fair in Pierceton will undergo some changes in its fifth year.
The fair is scheduled for July 22-24, and Bailey said it will be opened up to dance, drawing, writing and music this time.
The event will kick off with a banquet Friday night, and Bailey said he hoped to get the involvement of more businesses in Pierceton.
The council approved a resolution which puts the Pierceton/Washington Township Park Board under the control of the council.
Town Board President Jerry Hartman said that allows for better cooperation between the board and Lakeland Art Association in terms of using the town's parks for events.
"We want to make it more of a Kosciusko event rather than a Pierceton event," said Bailey.
Bailey said he hoped to grow the event from one that hundreds attend to one thousands attend.
