Sealed Bids for the Town of Pierceton, Indiana Water System Improvements Project. Contract A - Water Treatment Plant and Well Upgrades and Contract B - Water Main Connection and Hydrant Replacement, will be received by the Town of Pierceton, Indiana at the Clerk Treasurer's Office, located at 105 Walnut Street Pierceton, IN 46562 until 11:00 a.m. (local time) on June 22, 2011, and then at said office opened and publicly read aloud. Proposals received after such hour will be returned unopened.
Contract A - Water Treatment Plant and Well Upgrades includes: upgrades and rehabilitation to existing Well No.1 and Well No. 2, improvements to the existing 400 gpm water treatment plant including selective demolition, aerator and filter system replacement, chemical feed facilities, new clearwell, new high service pump station, and plant building modifications, together with all related work as specified and shown on the Drawings
Contract B - Water Main Connection and Hydrant Replacement includes: the supply and installation of approximately 1,630 feet of 8-inch water line and 235 feet of 8-inch water line inside of 16-inch steel casing bore & jacked under U.S Highway 30. The work also includes the replacement of 17 fire hydrants within Pierceton together with all related work as specified and shown on the Drawings
A Pre-Bid Conference will be held at 11:00 am. (local time) on June 14, 2011, at the Town of Pierceton located at 105 Walnut Street, Pierceton, IN 46562.

Copies of the CONTRACT DOCUMENTS must be obtained at the office of GRW Engineers Inc., located at 7112 Waldemar Drive, Indianapolis, Indiana 46268, upon payment of: Contract A $200.00 and Contract B $100.00 for each set. Payment is not refundable. Make check Or money order payable to OR W Engineers, Inc. Contract Documents shall be shipped via UPS ground service. Overnight delivery via UPS or FedEx of the Contract Documents shall only be made using recipient's billing account number.
Bids shall be accompanied by a bid bond or a certified check in an amount equal to five percent (5%) of the bid to insure the execution of the contract for which the bid is made. In case the bid is not accepted, the check or bid bond will be returned to the bidder, but if the bid is accepted and the bidder shall refuse or neglect to enter into a contract with the Town of Pierceton within ten (10) days after the time he has been notified of the acceptance of his bid, the said check or bid bond shall be forfeited to the Town of Pierceton as liquidated damages for the failure to do so.
Each proposal must be enclosed in a sealed envelope bearing the title of the Project, the name and address of Bidder and the Division of work. All proposals must be submitted On the proposal forms as identified in the Contract Documents and Specifications.
Approved performance and payment bonds guaranteeing faithful and proper performance on the work and materials, to be executed by an acceptable surety company, will be required of the Contractor at the time he executes the contract. The bond will be in the amount of 100% of the Contract Price and must be in full force and effect throughout the term of the Construction Contract plus a period of twelve (12) months from the date of substantial completion.
A conditional or qualified Bid will not be accepted. Award will be made to the low, responsive, responsible bidder (The low, responsive, responsible bidder must be approved by the Indiana Office of Community & Rural Affairs).
Proposals shall be properly and completely executed on proposal forms included in the Specifications. Proposals shall include all information requested by Indiana Form 96 (Revised 2005) included with the Specifications. Under Section III of Form 96, the Bidder shall submit a financial statement. The Owner may make such investigations as deemed necessary to determine the ability of the Bidder to perform the work and the Bidder shall furnish the Owner all such information and data for this purpose as the Owner may request. The Owner reserves the right to reject any bid if the evidence submitted by, or investigation of, such Bidder, fails to satisfy the Owner that such Bidder is properly qualified to carry out the obligations of the Agreement and to complete the work contemplated therein.
No bidder may withdraw his bid for a period of ninety (90) days after closing time scheduled for the receipt of bids.
This project is funded in part through the Community Development Block Grant (CDBG) from the U.S. Department of Housing & Urban Development and administered by the Indiana Office of Community & Rural Affairs. The Bidder to whom work is awarded shall comply with all requirements of said Agency. Neither the United States nor any of its departments, agencies or employees is or will be a party to this Advertisement for Bids or any resulting contract.
The Bidders attention is also called to the Minority/Women Business participation requirements contained in the Project Specifications. The Indiana Office of Community & Rural Affairs has adopted a State goal of 100% MBE/WBE participation for minority and female-owned businesses for construction related or purchase related contract of the work.
In addition, the Contractors must meet guidelines and practices established by Indiana Office of Community & Rural Affairs and appropriate Federal regulations including: 1) Executive Order 11246, 2) Section 3, or the Housing and Community Development Act of 1968 as amended, 3) Certification of Non-Segregated Facilities, 4) OMB Circular A-102, 5) Title VI of the Civil Rights Act of 1964, 6) Section 504, Rehabilitation Act of 1973, 7) Age Discrimination Act of 1975, 8) Executive Order 121.38, 9) Conflict of Interest Clause, 10) Retention and Custodial Requirements for record Clause, 11) Contractors and Subcontractors Certifications, 12) HUD CDBG Disclosure Report, and others that may be appropriate or necessary.
In addition, the Contract Division procurement is subject to the Federal Regulations contained in the OMB Circular A-I02, Sections B and O and the State of Indiana requirements contained in IC-36-I-12.
Contractors and Subcontractors are required to pay in accordance with Davis-Bacon requirements. Wage rates shall not be less than the federal wage scale for each classification of work performed on this project as published by the U.S. Department of Labor.
