One-way Dubois Drive topic again at city

Discussion on making Dubois Drive a one-way street westbound between Parker Street and Provident Drive continued at Monday's Warsaw City Council meeting.
The Warsaw Traffic Commission approved submitting the traffic recommendations to the city council for approval.
The council discussed the proposal at its Nov. 20 meeting and tabled the request to allow comments from neighbors who would be affected.
Mayor Ernie Wiggins said he, councilman Joe Thallemer, councilman Bob Morrison, Police Chief Steve Foster and Lt. Kip Shuter met with Indiana Department of Transportation Friday to discuss the proposed project.
Wiggins said INDOT will conduct a traffic study in Spring Hill to determine if making Dubois Drive one way is necessary.
Thallemer said he suggested to INDOT slowing the speed limit from Sylvia Crossing to Parker Street.
"Our community is tied to U.S. 30, and if speed limits are reduced then it will encourage drivers to slow down and look both ways before getting on 30," Thallemer said.
Wiggins distributed a traffic study prepared by Shuter from Jan. 1, 2003, to Dec. 1, 2006. The information reported only one accident in 47 months as a result of someone entering U.S. 30 from Springhill.
The council also approved a declaratory resolution for a tax abatement request from Dan Robinson to apply for a tax abatement for Winona PVD Coating Inc. and West Hill Development LLC.
The business focuses on chrome replacement technology that is environmentally friendly, according to Jim Walmer, representing the companies.
Walmer presented the tax abatement to the council and said taxing units affected by the abatement will be notified by Jan. 3, a public hearing will be held on the declaratory resolution and the council will be asked to approve a confirming resolution for the abatement at its Jan. 2 meeting.
The request includes a 10-year tax abatement on real estate designated lot one within the West Hill Industrial Complex.
The abatement will allow the construction of a new 52,000-square-foot facility to serve as office and manufacturing space for Winona PVD, according to City Planner Jeremy Skinner.
Winona PVD has estimated the value of the proposed project to be $2.3 million and create an additional 18 jobs within the first year and 12 additional jobs over the next nine years, with total estimated salaries to be around $690,000.
The area will be designated as an economic revitalization area, which will allow future applicants to apply for tax abatements on real and personal property.
Wiggins presented a letter to the council from Lori Masapollo, manager of corporate affairs for Comcast, stating the company will launch a 24-hour gospel music channel on channel 475 beginning Dec. 13. The letter also stated Howard Stern OnDemand also will raise its subscription price from $9.99 a month to $10.99 a month beginning in January.
The city council also:
• Approved a resolution that will allow the parks department to look into purchasing a building for its activities at 420 Little League Drive.
• Approved amending an encumbrance report for six departments including the cemetery with a $171.24 adjustment, park department with a $28,212.21 adjustment, aviation department with a $96,749.90 adjustment, riverboat fund with a $182.25 adjustment, general fund with a $35,185.06 adjustment and Cumulative Capital Development fund with a $10,237.50 adjustment.
• Approved a resolution that authorizes the Warsaw Police Department to assume ownership of a 2006 Dodge Charger previously owned by Kosciusko County for drug enforcement.
• Approved an ordinance that includes a $25 civil penalty and $50 second or subsequent violation penalty for solicitation in public streets. The council approved an ordinance at its Oct. 2 meeting that prohibits solicitation in public streets that endangers the safety or welfare of an occupant on a motor vehicle, impedes the free flow of traffic, or obstructs the view of a driver.
• Approved an ordinance allowing $200 to be transferred to the city's human resources account for salaries and wages due to part time help from the summer.
• Approved an ordinance for the building and planning general fund allowing $700 to be transferred from communication and transportation to unemployment. [[In-content Ad]]
