NOTICE TO BIDDERS Notice is hereby given that Kosciusko County, by and through its Board of County Commissioners, will receive sealed bids for the construction of: SMALL STRUCTURE C-W3 ON FAIRLANE DRIVE OVER A CHANNEL ON WINONA LAKE WARSAW, INDIANA Sealed proposals will be received at the Auditor's office, Courthouse, 100 W. Center Street, Warsaw, Indiana 46580 until 9:30 A.M. (Local time) on the 8th day of July, 2008. All proposals will then be publicly opened and read aloud at the County Commissioners meeting at 9:30 A.M. Any proposals received after the above designated time will be returned unopened. The meeting will be located on the third floor of the Courthouse, 100 W. Center St., Warsaw, IN 46580. The Board of Commissioners reserves the right to reject any or all bids. The proposed construction will include the removal of an existing CMP and installing a three sided concrete structure as specified, earthwork, sodding, road work and all incidental work required. Ail proposals must be submitted on prescribed State Board of Accounts Form No. 96 together with the forms included in the Contract Documents, the entire set of which shall be filed intact as a bid. The Contract Documents, including Plans and Specifications, may be obtained at the office of the Kosciusko County Highway Engineer, 2936 E. Old Road 30, Warsaw, Indiana, 46582. Wage rates for this work shall be not less than the prescribed scale of wages determined pursuant to the provisions of Chapter 319, Acts of the Indiana General Assembly, 1935. SECURITY: Any person, firm or corporation who submits a proposal and has a principal place of business in the State of Indiana MAY file with their proposal a BOND in the amount of ten percent (10%), made payable to the Board of Commissioners of Kosciusko County. Any person, firm or corporation out of State who submits a proposal MUST file with their bid a CERTIFIED CHECK, BANK DRAFT, CASHIER'S CHECK OR MONEY ORDER issued by a financial Institution insured by an agency of the United States in the amount of ten percent (10%), made payable to the Treasurer of Kosciusko County. Proposals may be held by the Board of Commissioners for a period not to exceed sixty (60) days from the public opening. The successful Contractor will be required to furnish a Performance Bond in the amount of one hundred percent (100%) of the contract price within ten (10) days after award of the contract and a two (2) year Maintenance Bond in the amount of thirty percent (30%) of the contract price prior to completion and final payment of the contract. No Contractor may withdraw his proposal within sixty (60) days of the opening. The Kosciusko County Highway Department reserves the right to ask for clarification for any bid submitted. The specification herein states the minimum requirements of the Kosciusko County Highway Department. It shall be the Bidder's responsibility to carefully examine each item or the specification. Any bid not in substantial compliance with these specifications will be rejected. It will be the responsibility of the bidder to conform to the requirements unless deviations have been specifically cited by the Bidder and acceptance made on the basis of the exception. In comparing bids, consideration will not be confined to price only. The successful bid will be the one that is judged to best serve the interests of the Kosciusko County Highway Department when price, product, safety, quality and delivery are considered. The Board of Commissioners reserves the right to reject any proposal, to waive technicalities or irregularities therein, to delete any bid item or items and to award a contract on the proposal that in their judgment is most advantageous to Kosciusko County. PRE-BID MEETING: A Pre-Bid Meeting for Small Structure C-W3 will be held at the Kosciusko County Highway Department, 2936 E. Old Road 30, Warsaw, Indiana at 9:00 a.m. on Thursday, June 26, 2008.
