REQUEST FOR PROPOSAL IN REGARD TO NORTH WEBSTER REAL ESTATE
    Pursuant to I.C. 36-1-11-1, the Town Council of North  Webster, Indiana, by and through its Park Board, requests proposals for lease of certain Town of North Webster property commonly described as approximately 130 feet of seawalled shoreline on Webster Lake, adjacent to the town park, 405 South Dixie Drive, North Webster.
    Interested parties should submit their detailed proposal for use of the property for consideration by the North Webster Town Council. Proposals shall include a description of the intended use for the property, the rent or other compensation proposed to be paid, the proposed terms of lease, any proposed improvements to the real estate, along with a statement evidencing the interested party's financial responsibility.  Proposals shall also include applicant's commitment to provide for installing and removal of certain piers owned by the town and provide liability insurance coverage in favor of the town in an amount acceptable to the town.
    All proposals will be evaluated based upon factors and criteria including the following:
    Compatibility of proposed use with surrounding area and uses;
    Hours of operation;
    Dates by which piers will be installed and removed each season;
    Number of pier spaces reserved for public use;
    Return on investment to the town;
    Financial stability of the applicant;
    Desirability of the proposed use in consideration of other uses in the adjacent area;
    Potential for proposed use to create additional users of town facilities;
    Unique services provided by the proposal;
    Applicant's prior experience with the proposed use;
    Applicants should be aware that price or rent will not be the sole determining factor in evaluating proposals. Although rent or return on investment is important, the other identified criteria will also be significant and possibly more important factors in evaluating all proposals.
    The property may not be lease to a person who is ineligible under I.C. 36-1-11-16 and, any proposal submitted by a trust (as defined by I.C. 30-4-1-l(a))  must identify each beneficiary of the trust and each settlor empowered to revoke or modify the trust.
    The council reserves the right to request additional information from any applicant to establish financial responsibility or ability to perform any other requirement or factor set out herein.
    The council also reserves the right to conduct discussions with offerors for the purpose of clarification  to   assure  a   full   understanding  of   and  responsiveness   to,  the   solicitation requirements.
    Proposals shall be submitted to the Town Clerk no later than 4:00 pm on February 13, 2015.
