North Webster Hears Report About Park Board's 5-Year Plan

NORTH WEBSTER - The town council began its new year Wednesday by electing Kay Andrews president and setting the meeting date for the second Wednesday of the month at 7 p.m.
The board heard from Tim Kelty of R.P. Murphy and Associates regarding the park board's five-year plan, a project required by the Indiana Department of Natural Resources for grant application purposes.
Kelty said a new idea in the state is a requirement for developers to set aside a portion of a subdivision for recreational purposes. The idea would involve a change in zoning ordinances.
He said the park board's rough draft includes the set-aside requirement, a plan for a fishing pier to extend from the observation deck into the lake; the purchase of its own sound system for musical programs; and the possibilities of taking over surplus and/or abandoned government property, such as the soon-to-be abandoned North Webster Elementary School building and grounds.
Additional beach maintenance and paving the park's parking lot also are included in the rough draft.
Kelty said that for its size, North Webster has a pretty modest park system.
Several department heads were appointed for 2000. They include: Mike Armey, town attorney; Jerry Craig, town marshal; Greg Church, Candace Smythe, Darrell Sopher and Chris Rager, deputy marshals; Marshall Minnick, public works supervisor; and Christine France, sewage lab technician.
Other appointments include Chet Los, Allan Bagot and Brian Scott, street and sewage employees, with temporary employees Kent Renner and Paul Ernst; Cathy Craig, police secretary and assistant to the clerk; Rene Skaggs, street crossing guard; and Harold Gunkel, civil defense director.
In other business:
• The board set mileage reimbursement at 31 cents per mile.
• The council approved joining the Indiana Association of Cities and Towns and the Indiana League of Municipal Clerks and Treasurers.
• The council reappointed Avis Miller, Robert Stevens and Mike Wilson to four-year library board terms.
Terri Pawlosky was reappointed as head of the parks department for another four-year term.
• Andrews said the board forwarded a letter to the Wawasee School Board indicating its desire to pursue a planning grant that would include plans for the North Webster Elementary School.
She said another public meeting sponsored by Wawasee school board will be held in the NWES cafeteria Feb. 1 at 7 p.m. for all interested parties.
• Kenny Gunkel informed the council fire department officers are as follows: Harold Gunkel, chief; Dave Rensberger, first assistant chief; Kenny Gunkel, second assistant chief; and Jeremy Likes, captain.
Other council members are Ken Wagoner and Jeff Morgan.
• The council chose the Times-Union as its newspaper for legal advertising.
• Craig presented the December 1999 police report indicating nine arrests, 4,914 miles driven and 70 courtesy calls made. His year-end report lists 126 arrests, 110 adult and 16 juvenile; 54,811 miles driven and 965 courtesy services. [[In-content Ad]]
