North Manchester To Join State Bicentennial Event

Boy Scout Troop 465 will hold a ceremony on Dec. 11 for the Indiana Bicentennial Proclamation. This marks the 199th anniversary of Indiana joining the Union.
The flag will remain at the town for the next year to honor Indiana’s past and celebrate its future. There will be a torch relay across Indiana and the runner is scheduled to pass through North Manchester on Sept. 28.
A public hearing was held for the Peabody Retirement Community for the matter of refinancing a conduit bond. The hearing was required by law and just a formality on the town council’s part. No costs would directly affect them and would allow the Peabody Retirement Community to refinance their bonds of $17 million this coming year.
“The town of North Manchester is simply a conduit to assist one of our largest employers,” James Smith said of the proposal.
The town council underwent a budget reduction resolution for the Parks and Recreation committee for 2015. It was discussed and agreed that the department could do without an extra $20,000 for one year so that this money could be used towards other department budgets.
Carrie Mugford informed the board how impressed she was with how the committee’s leader, Jennifer Hotchkiss, has saved money and turned the department’s spending around this year. In 2016 the Parks and Recreation of North Manchester will once again receive its full budget that it may use to further improve the community, council heard.
Larry Hoffman has officially joined the tree advisory committee. Ruth Anne attended her last meeting and was given a reception for her 13 years she served.
“She really gave her heart and soul and we appreciate that,” Rager said.
The police are now at full strength just in time for the holidays. The fire department will be testing the tornado sirens Monday.
The steps downtown are still being evaluated for the best possible solution. Town Manager Dave Schoeff brought in samples of materials to show the board and visitors in order to remedy the issue. The board is leaning toward the aluminum edging with grip slots as a long-term solution. Depending on what style is chosen, the concrete of the steps may have to be cut to place these new stair grips.
The Town Life Center recently gained its new parking area. Gravel was placed until the asphalt can be poured in the spring.
With the beginning of the new year, the Town Life Center will also establish a new non-smoking policy on its grounds. This will be a difficult adjustment for regular residents of the facility, but will become an enforcement the community will accept, council heard.
