North Manchester Moves Ahead With Plans For Non-Motorized Trail

NORTH MANCHESTER - Plans for North Manchester's non-motorized trail throughout the town are coming along smoothly, parks director Brian Wagner told park board members Wednesday.
He said he met with Deane Rundell of Rundell Ernstberger Associates LLC, Muncie, to discuss funding for the trail. Rundell was hired in 1998 to develop a master trail plan for the parks department. The plan was completed in 1999.
"They (Rundell and his associate) said it's already looking better than some of the applications they've received in the past," Wagner said.
Copies of the plat maps have been made and approximately 30 Manchester property owners will soon receive letters regarding plans for the trail, he said. Wagner also said he is working on establishing easements for the trail.
The first phase will consist of a loop along the Eel River that travels across the covered bridge, to Mill Street and around Manchester Elementary School.
Board members approved spending up to $1,200 for services to Rundell toward completion of the first phase of the trail Nov. 29. Wagner said at that time, Rundell believed the first phase could be completed for this amount. The money will be taken out of the park board's 2001 budget.
Board member Larry Miller asked board members Wednesday if the steep riverbank behind the town offices is a concern.
Some kind of barrier, like a fence, will be present between the riverbank and the trail, "so, you wouldn't be able to tumble out," Wagner said. "I think we can get Deane Rundell to give us more detail."
When completed, which could be years from now, the trail will connect the college, the schools, the main street business, all of the parks (which will include the Town Life Center and Maple Park) and the shopping center on Main Street, assistant parks director Donna Boomershine said last month.
