North Manchester Man Faces Criminal Confinement Charges

NORTH MANCHESTER - A North Manchester man has been arrested for allegedly abducting a woman and her daughter Monday evening.

Bill "Billy" Warren, 36, of 514 W. Third St., North Manchester, was arrested and booked into the Kosciusko County Jail at 8:46 p.m. Monday for resisting/fleeing law enforcement. He also faces two charges of criminal confinement. Warren is being held without bond.

According to the Kosciusko County Sheriff's Department, Warren was taken into custody on Ind. 114 near the Wabash-Huntington County Line around 7:45 p.m. Monday, Officers had been trying to find Warren Monday afternoon after receiving a call from a 26-year-old woman who said she had been abducted by him.

The woman reportedly told police that she knew Warren, and he asked her to meet him around midnight Sunday in the parking lot at the intersection of Ind. 13 and Ind. 14 near Sidney.

She told police that Warren climbed into her car and then reportedly got out a box-cutter-style knife.

Warren then allegedly forced the woman and her 3-year-old daughter into the trunk of the car and then drove them to an area near the Kosciusko/Wabash county line.

The woman reportedly told police that Warren removed her clothes, handcuffed her to a tree and started touching her body in a sexual way. The woman said Warren allowed her to put her clothes on and check on her daughter in the truck at different times, but he continued to hold her hostage and repeat the process.

After several hours, the woman said Warren took her back to the intersection of Ind. 13 and Ind. 14 where he got in his own vehicle. The woman said she was able to escape and call 911 when he went back to his own vehicle.

Around 12:13 p.m., officers from the Kosciusko County Sheriff's Department went to the scene with the victim and searched for evidence of the incident.

While officers and the woman were there, Warren reportedly drove past them. When police tried to stop Warren, he allegedly fled in the vehicle and eventually crashed in Wabash County near the intersection of CRs 110N and 800E.

Officers from the Indiana State Police, Wabash, Whitley, Huntington and Kosciusko County Sheriff's Departments surrounded the area and were able to use canine units to chase Warren onto Ind. 114 where he was taken into custody.[[In-content Ad]]
