Music In The Park

I'm wondering why the music in the park is not more organized? Last night I witnessed a man who was so furious that he threw water on a lady standing in front of him. He was saying rude comments to her. The police officer was called over and nothing really was done about this. The man should have been thrown out how he talked to this police officer.
This is a free concert, so what do people expect? People want to take pictures and get as close to the show as possible.
I'm wondering why they don't make two rows that is not used for seating where people can go and get photos.
I also would like to know why smoking has not been banned from the park? You are not allowed to ride a bike, walk a dog or have any sort of alcohol in the park, but you are allowed to smoke and throw your nasty cigarette butts down on the grass for a small child to step on or even pick up and put it in their mouth.
I really think the park department needs to come up with some organization for these festivals.
