Where does it say in the Constitution Congress can not assume a role in health care? Can't find it. Most certainly falls under general welfare.

He's been in office for only 12 months - the president signed the American Recovery and Reinvestment Act. Launched a $15 billion plan to boost lending to small businesses. He played lead role in G-20 Summit $1.1 trillion deal to combat the global financial crisis, $2.2 billion Making Home Affordable Program. Cash For Clunkers Extension (brought back laid off auto-workers). Unemployment extensions. Student Aid. $11 billion for smart grid to modernize electrical grid. Five billion dollars for low-income home weatherization projects. Six hundred million dollars in green job training programs. One hundred million dollars to expand line worker training programs. Five hundred million dollars for green workforce training, $2 billion in competitive grants to develop battery technology.
Twelve months I'd say it's a good effort, it's not a magic wand, more is needed and coming soon. All Bush did in as much time when he came into office was sit around waiting for 9/11 to happen. Eight months worth. No one said this Bush recession would be cheap.
Reason medicare is broke, Bush's Part D, which removed the government's ability to negotiate the lowest prices. That $400 billion Medicare reform package in 2004 which added to the deficit. Includes a $10 billion slush fund for drug companies. Low-income seniors and people with disabilities ended up paying more for prescription drugs than they use to. My parents' medication went up seriously high every year, now it's $18,000. Medicare is broke because costs are rising far faster than inflation.
If Glenn Beck's ratings are at an all time high, so is his ignorance. He's either fake crying or lying.
