Mishler Survey Gives Voters A Preview Of Upcoming Legislation

Indiana State Sen. Ryan Mishler has mailed a survey for citizens to complete that provides a clue about upcoming legislation in the months ahead.

Voters can mail the completed questionnaire back to Mishler's Indianapolis office or fill out an online survey at www.in.gov/S9

The dozen questions ask for yes or no answers and include:

• In an effort to enhance the grain markets, should the state continue to offer tax credits to encourage the construction of facilities that would produce grain-based fuels, such as ethanol and biodiesel?

• Should the position of lieutenant governor include serving as Commissioner of Agriculture, or should there be a separate Department of Agriculture run by a governor-appointed individual?

• Should state law be changed to allow counties to raise the County Economic Development Income Tax higher than the current limit of 0.5 percent to generate more funds for local job-creation efforts?

• Should parents have the option to send their children to public schools other than the one to which the children are assigned if the parents provide transportation?

• Several studies indicate that health care costs hinder job growth more than any other single factor. Should Indiana enable small businesses to create a prescription drug pool to control costs for both employers and employees?

• Do you favor reducing state government regulations on the private sector to encourage investment and economic expansion?

• Do you support a state constitutional amendment defining marriage as the union of one man and one woman?

• The total net property tax levy is about $5.6 billion across Indiana. Would you be in favor of replacing 100 percent of net property taxes by raising the sales tax to 9.6 percent and expanding it to cover services (medical and business to business exempted)?

• Should the state allow local communities to install cameras near highway and street intersections to photograph vehicles running red lights?

• Under state law, a driver operating a motor vehicle without proper insurance is charged with an infraction, which is punishable by a fine but no jail time. Should the law be changed so that those who violate this law more than once face a more serious charge?

• Do you support daylight-saving time throughout Indiana?

• If Indiana adopts daylight-saving time, should we be on the same time as New York or Chicago?
