Miller's To Build Complex

The Warsaw Board of Works entered into a memorandum of understanding with Miller's Merry Manor Inc. Friday.

The company intends to construct an assisted living complex with 53 units, and the developer wants city sanitary sewer service.

Miller's intends to sign an in-lieu-of-annexation agreement and the developer will be charged $2,000 for a sewer tap, plus $200 per unit.

The development will be on the east side of County Farm Road, off of and north of CR 200S.

Board members Warsaw Mayor Ernie Wiggins and Charlie Smith approved a change order decrease as submitted by Robinson Construction Inc. of $3,242.

This change brings the cost of the new police department building to $734,388, an increase of 2.97 percent from the original $710,025.

A change order increase of $42,270 was approved as requested by Indiana Construction Corp.

The company is excavating ground for the new wastewater treatment plant and ran into "bad" soil, which had to be replaced and backfilled.

The contract is also extended 35 days to accommodate the earth moving.

In other business, the board:

• Approved a settlement agreement with Warsaw Plating Works. The company assumes no liability for nickel found in the sewer system last year.

• Heard from Charlie Smith regarding the awards received by Norm and Dorothy Snyder of The Party Shop, Warsaw, and Leesburg's Kip Tom, of Tom Farms LLC.

They received entrepreneur-of-the-year awards Thursday at a black-tie event in Fort Wayne sponsored by Ernst & Young.

• Approved an agreement with the Indiana Child Support Bureau to submit child support withholding via electronic fund transfers.

• Approved a rental-purchase option agreement with Rabb/Kinetico to provide a water cooler and water for the cooler at a total cost of $10 for both per month.

• Provided the Warsaw Community Development Corp. $3,000 toward the purchase of fireworks for the display at the Kosciusko County Fairgrounds.

• Approved a request by Laura Kaufman, executive director of Housing Opportunities of Warsaw, for a grant/loan of $35,000 for Terry and Vickie Myers. The Myers wish to refinance their mortgage. The city loan is secure under this agreement.

• Approved a two-year contract with Automatic Data processing with a 4 percent increase.

• Received information from Indiana Construction Corp. regarding establishment of an escrow account with Star Financial Bank.

• Approved a $4,000 grant from the Indiana Criminal Justice Institute to administer a seat belt enforcement project for the third year.

Wiggins said he didn't want to see any letters to the editor similar to the ones received about the Syracuse seat belt enforcement procedures.

• Approved the corporate membership annual charge by the YMCA based on the 20 city employees who are members at the facility.

• Approved travel requests for Joe Hawn and Clay Lane.

• Approved hiring several new employees: Robert Barker, Michael Brubaker and Victor Parrett as probationary firefighters; Mary Beth Haberman as GIS coordinator; and John Snyder and Carlos Stinfer, sewage plant employees.

The following individuals will go from part-time to full-time for the street department: Robert Gonzalez, Allen Stockberger, Richard Pierson, Mike Johnson and Jeffery Gaff.
