Milford Holds Budget Hearing

The budget can be challenged by as few as 10 residents, which would lead to further budget sessions and discussion. Since there were no such challenges at the hearing, the final adoption of next year's budget will be Oct. 12. Details of specific budgetary items will be available at that time.[[In-content Ad]]Town attorney Jay Rigdon presented a rough draft for a proposed ordinance concerning possession of deadly weapons on town property.
"This is a suggestion, based on discussions with Town Marshall Rich Miotto last month," he said. "Right now, under this ordinance, no person may possess a deadly weapon on town property. It does not apply to judicial officers or law enforcement personnel."
Rigdon suggested the town council could designate other employees at their discretion to carry weapons. A possible example of this, as offered by Utilities Superintendent Dallas Winchester, would be the occasional necessity of the utilities department to deal with groundhogs.
Rigdon did agree to work on wording to give the council authority to designate other town employees to carry, provided a background check is passed.
Rigdon further discussed the ongoing issue with the property on Williams Street owned by the Poe family. They have applied for, and have been granted, another building permit. However, no work has started. If nothing is done before the permit expires in a few months, they have the right to re-apply.
Rigdon and the town have yet to start collection proceedings against the Poe family for judgements won against them for past non-compliance and clean-up expenses.
The Milford Fire Department announced the older rescue truck was sold at auction for $8,100. Minus the auctioneer's commission, the sale brought $7,290 to the department.
The fire department will host a chicken barbecue Oct. 4. Tickets are $5.
Winchester announced fall clean-up times will be Sept. 24-26. Hours will be Thursday and Friday during business hours at 600 N. Main St., and Saturday until noon. No paints, thinners, or any such chemicals will be taken. No appliances with freon will be removed. The freon must be removed and a freon purge tag must be on the appliance.
Mosquito fogging will continue on Thursdays. Winchester said the recent dry weather may help.
The water department will be flushing hydrants again in October.
Drinking water test results will be available at the department office also.
The water tower inspection will take place Oct. 1 before scheduled work on the tower in 2010 can be done. This means the town's water system will be operating on pressure relief for one day. Residents will not notice much of a difference in water pressure during this time, but there will be a slight yellowish discoloration of the water.
Miotto showed the council a rescue disc used for water rescue by first responders.
"I'd like to take this opportunity to publicly thank the K21 Foundation and Mentone Town Marshall Jim Eads," Miotto said. "Jim took the step forward and requested a grant for these discs. He got 235 of them."
The disc can be deployed like a Frisbee, then reeled in with an attached line that rolls up inside the disc.
In other police department news, Miotto stated that the DUI task force will continue, and enforcement of the local junk car ordinance will continue as well, weather permitting.
In other business:
n Some photos have been taken for the upcoming town Web site. So far, residential areas, potential growth areas, various town department sites, the library, Leisure Living and local doctors' offices have been photographed. No commercial or industry photos have been taken yet because of needed input from the operators of these businesses.
n Kosciusko Development Inc. will meet at noon Sept. 23 at the Milford Community Center.
n The accounts payable voucher register was approved as presented.
