MILFORD - Milford Town Council heard an update Monday regarding the Memorial Day weekend Milford Fest, and also swore in a new officer for the police department.

Patricia Gall, representing the Milford Lion's Club, discussed a street closing that will be necessary to accommodate the festival event activities.[[In-content Ad]]Main Street, from Syracuse to Catherine, on Saturday, will need to be closed for the car show; Catherine to Emeline, on the northern half of the block, on Friday through Sunday for placement of rides; and the southern half for vendors. From Emeline to First, the section near The Papers also will need to be closed from Friday evening possibly until Sunday. Times for the actual closing will be worked out with the utilities and police departments.

There also will be a community garage sale as part of Milford Fest. The usual permit fee will be waived, but to be posted on a map listing all participants will cost $3. The council donated all the abandoned and unclaimed bicycles that are in storage to the Lion's Club to be auctioned off.

There also is a need for more vendors to participate in the fest. Anyone expressing an interest to do so, or just needing more information, should call Patricia Gall at 574-658-4498.

Town Marshal Rich Miotto introduced officer Travis Marsh to the council and those in attendance. Miotto had expressed the need to fill a vacancy on the force created by the resignation of officer Jonathan Breedon last month.

Marsh, North Webster, previously served with the Kosciusko County Sheriff's Department, and is Academy trained. He has only been with the Milford Police Department for a short time, serving on a part-time basis. The council approved Miotto's recommendation and hired Marsh for the vacant full-time position. He was sworn in during the meeting.

In other police department business, the council approved the appointment of officer Tim Miller to the position of chief deputy, with the rank of lieutenant. The reason for Miller's promotion is that it gives the department a more effective chain of command during any absence by Miotto.

Miotto also approached the council regarding four firearms, Colt 45s, that have been issued to the department. One of the guns was presented to Miotto by former town marshal Dave Hobbs, but Miotto wanted to secure the council's approval of the weapon, which was granted. The other three guns were approved for sale at $200 each.

Police department officers and town employees will have first chance to purchase the weapons.

Two recent Internet scams also were mentioned by Miotto. One involves fake airline tickets, offered as a print-out from Delta Airlines. The other involves fake UPS deliveries. Both were verified to be false by the companies represented. Anyone receiving an e-mail with these offers should disregard them. For more information, contact police.

The Milford Fire Department was granted approval to place a bid not to exceed $25,000 for a new truck, on May 12. The department needs to upgrade their existing radios. By 2012, the sheriff's department will switch to narrow band radio frequencies. The council stated there will be funding available to meet this need.

The fire department reminded residents that in the event of severe weather or any type of disaster, the fire station provides a safe haven for the community. As part of this, the department is in the process of working on an emergency preparedness plan for the town.

The Milford utilities department has had ongoing problems regarding non-compliant sump pump usage by some residents.

According to Utilities Superintendent Dallas Winchester, only about a dozen homes are non-compliant. However, he did state that because it affects the ground water table level, which in turn puts added strain on the water treatment facility, the town attorney will draft a letter to violators in an effort to enforce compliance.

In other business, the council:

n Approved $8,389 to the AroMix company for the purchase of a digester unit for the water plant.

n Approved $2,110 for water tower inspection, to Dixon Engineering. According to Winchester, this inspection is long overdue.

n Is looking for a town resident to fill a volunteer position on the Area Plan Commission. This position became open when local resident Norm Lovell stepped down. It involves two meetings a month. Anyone interested should contact the clerk's office.

n Approved the accounts payable voucher register as presented.

Milford Town Council Members are Gary Hurd, Robert Cockburn and Douglas Ruch.
