Milford Hears Requests From Several Organizations

MILFORD - During the July meeting of the Milford Town Council, several individuals appeared before the council, representing the concerns of different organizations.

Patricia Gall, Milford Lions Club, requested permission for the group to coordinate the Milford Fest event in 2008. The council approved the request.

Lisa Porter presented the council with a request for tax abatement extension for Royal Outdoor Products. An extension was originally granted in May. However, due to various business factors, the date for refiling was missed. A further extension was granted under the existing resolution.

Jim Tinkey, Kosciusko Development Inc., presented the council with an overview of the organization's activities. KDI is an information referral agency representing the various business interests within the county. They function as a clearinghouse for information to businesses that might wish to locate in Kosciusko County.

"We are a countywide service for economic development," Tinkey said, "not only for the attraction of new business but also the retention of existing businesses. That's been one of our main pushes this last year ... talking to medium and small businesses and acting as a liaison for resources."

According to Tinkey, KDI is a public and private partnership, working with private corporations and institutions as well. It is funded through grants and contributions. The organization's Web site has been upgraded recently, and Tinkey discussed some of what the site contains.

The council approved a contribution of $1,500 to KDI for 2008.

The issue of a police academy training reimbursement agreement, discussed during June's meeting, was addressed by town attorney Jay Rigdon

"I had originally drafted an agreement which had a three-year service, but left it blank for the amounts," said Rigdon. "Council can decide on the amounts. All you have to do is authorize a training reimbursement agreement. It's not part of the town code."

This agreement puts into affect a way for the town to recoup a portion of the cost of police academy training should an officer leave the department before his or her contract is fulfilled. This will affect all new police department hires required to take academy training.

The council set the training reimbursement schedule as follows: an officer who leaves within the first year of the contract will agree to pay back $10,000 in training cost; $6,500 within two years of contract; and $3,000 after three years. A payment plan can be arranged with any officer who finds it necessary to leave the Milford force.

In other police matters, Town Marshal Dave Hobbs announced the department will sell its 2001 Chevy Impala with full police package, and 87,800 miles. The department will advertise for sale bids, and bids will be opened during next month's council meeting, Aug. 13.

Utilities Superintendent Dallas Winchester told the council that repairs to the main well have been completed. Damage was caused due to a power surge, and repairs were $5,300.

The East Catherine Street project is still on schedule to start by the end of the month. Phend & Brown will be do the work, which consists of curbing, gutters, storm sewers and street work. Construction will take approximately 60 days, and traffic through the area will be one lane during this time. A construction meeting is scheduled for July 16, 8:30 a.m., in the utilities office.

In other business:

n The issue of moving to at-large council elections instead of district elections was again raised. According to town attorney Rigdon, such a change can not be made during an election year. He offered to do further research regarding what codes specifically say on the matter before advising the council further.

n Todd Haines, Milford Fire Department, told the council that the new pump truck is in service. Because of recent dry conditions, Haines urged the public not to do any outside burning.

n It was announced by the parks department that Robbie Hamilton has resigned from the Park Board. The department also announced that two lifeguards are now working, and the concession stand is now open.

n The accounts payable voucher register was approved with two additions: $5,305.05 to Keystone Corp., and $350 to replace a damaged Milford sign to MDH.
