Mayor Announces WPD Chief Foster To Retire

Warsaw Mayor Ernie Wiggins announced during Friday's Board of Public Works and Safety meeting that Warsaw Police Chief Steve Foster will retire.

Foster's last day as police chief is Dec. 31.

Foster has served on the Warsaw Police Department since May 1, 1974.

Wiggins appointed WPD Capt. Perry Hunter to serve as Warsaw's new police chief, effective Jan. 1.

"I have confidence Perry will do a wonderful job serving the city," Wiggins said.

Foster said he has enjoyed serving as police chief.

"Perry will do a marvelous job as police chief and has a great interest in serving the city," Foster said.

Hunter said he looks forward to serving as police chief.

"I look at serving as police chief as a welcoming challenge and look forward to serving Warsaw," Hunter said.

The board also reviewed bids for the second phase of the Beyer Farm Trail to create a boardwalk south of Kosciusko Community Hospital.

Bids reviewed were from A& Z Engineering, Pioneer Associates Inc. and Slabaugh Inc. Wiggins said the board will select a bid at the next board meeting.

The board also:[[In-content Ad]]- Approved a deed of dedication for West Hill Development.

- Approved an $8,500 contract between the sewage collection office and Greg Burgher for annual cleaning for the collection and engineering building.

- Approved a $1,430 contract between the sewage collection office and Komputrol Software Systems for an annual billing maintenance agreement.

- Approved a $450 disaster recovery plan for 2008 between the sewage collection office and Komputrol Software Systems.

- Approved a $450 disaster recovery plan for 2008 between the clerk-treasurer's office and Komputrol Software Systems.

- Approved a contract not to exceed $24,764.40 between the city and Fred Heady, who was a Warsaw police officer who was injured in the line of duty.

- Approved a $5,000 service agreement contract between the Warsaw Police Department and Kemrad Inc. for traffic control for home football and basketball games and parades at Warsaw Community High School.

- Approved a $6,600 office lease agreement for the WPD and Frauhiger Realty.

- Approved an annual maintenance agreement between the Warsaw Fire Department and Sands Office Equipment for the department's copiers at stations one and two.

- Approved a $1,100 contract between the WFD and Pro Air Inc. for the maintenance on the service of the department's air compressor.

- Approved the WFD entering into a fire protection mutual aid agreement with Mutual Aid Box Alarm System.

- Approved a $6,206.04 contract between the WFD and Verizon Wireless for the department's cellular phone agreement.

- Approved a $1,250 agreement between Winona Lake and Warsaw to enter into an agreement for a feasibility study for a fire territory.

- Approved a $9,600 contract between Larry Polk and the city for a parking lot lease.

- Approved a $123,000 contract for the wastewater utility facility and Jones & Henry Engineers for extending a pipe from Columbia Street toward the wastewater plant.

- Approved a $98,000 contract with Jones & Henry Engineers for services for design, bidding and construction of a new laboratory for the wastewater facility.

- Approved a $14,700 contract between Wastewater Solutions Inc. and the wastewater facility for an annual process control training and professional development for utility staff.

- Approved a 2008 wastewater treatment utility budget guideline.

- Approved a contract between the Warsaw Parks Department and Wayne Township for funding for 2008.

- Approved the Warsaw Parks Department applying for a land and river enhancement grant from the Indiana Department of Natural Resources division of soil conservation for shoreline stabilization at Center Lake.
