Martin's was represented by store director Thomas Rillela and attorney Steve Snyder.
Martin's has been in business since 1947, though Rillela said alcohol has only been in their stores for about seven years.
Rillela said there have been no violations or judgements against the store's 20 other locations.
Snyder cited the store's extensive employee training program.
"If every institution had a training program like that you could understand why there are no violations," said Snyder.
Board member Elim Smith asked if there were incidents of employee theft. Smith noted that the alcohol in the store's layout is toward the back of the store where there is an employee exit.
Rillela said while employee theft is now an issue, there are cameras on both the alcohol section of the store as well as the back door.
Also, employees need a key code to unlock the back door.
The 72,000-square-foot store is expected to open in November, with a target date of opening Nov. 1.
According to excise officer April Tackett, the license will automatically go into escrow and is still subject to a final inspection by an excise officer.
Tackett said only grocery stores with pharmacies inside can sell liquor in their stores. Grocery stores without pharmacies can sell beer and wine.
Snyder provided documentation that the state has already approved the Warsaw Martin's location for a pharmacy license.
The commission also approved the renewal of licenses for Just-N-Time Bar and Grill in Milford and The Frog Tavern in Syracuse.
Both renewals were without any violations.[[In-content Ad]]
