Mark Joseph Hulkower, 53, died Feb. 5, 2011, at Capital Hospice, Arlington, Va. He had colon cancer.
He was born July 3, 1957, in Bronx, N.Y., to Gustave and Rita Cohen Hulkower. On Sept. 3, 1989, in Winona Lake, he married Nancy Delp, who survives in Alexandria, Va.
He served as a federal prosecutor and for the last 16 years as a renowned criminal defense attorney. He was an assistant U.S. attorney for the Eastern District of Virginia from 1989-95, where he handled a number of prominent cases, culminating in the prosecution and conviction of former CIA intelligence agent Aldrich H. Ames and his wife Rosario for espionage. Ames is currently serving life in prison for funneling classified information to the Soviet Union. For his efforts in the prosecution of Ames, Hulkower was awarded the Intelligence Medallion, the Central Intelligence Agency's highest civilian honor.
After leaving government service, he became a partner at Steptoe & Johnson, Washington, D.C., where he was head of the firm's white-collar criminal defense practice group. He won acquittals in a number of high-profile cases, including the prosecutions of former Teamsters Union president Ron Carey and former Tyco General Counsel Mark Belnick. Most recently, he obtained the acquittal of John Tuli, a former AOL executive charged with securities fraud, and the dismissal of all charges against a Blackwater contractor accused of shooting Iraqi citizens in Nisoor Square on Sept. 16, 2007. He was consistently listed in prestigious peer-reviewed publications for his expertise in criminal defense of white-collar crimes, including Chambers USA and Best Lawyers in America.
He was raised in Westchester County, N.Y. He graduated from Cornell University in 1980 and obtained his law degree, magna cum laude, in 1984 from the Georgetown University Law Center, where he was an editor of the Georgetown Law Journal. An avid runner who completed several marathons, he frequently stated that his proudest accomplishment was coaching his children's soccer and basketball teams for 14 years despite maintaining a busy trial practice that required regular domestic and international travel.
Also surviving are three children, Annie, Griffin and Maggie; his mother, Rita Hulkower, Westchester, N. Y.; his father and stepmother, Gustave and Marilyn Hulkower, Tucson, Ariz.; a brother, Dr. Steve (and spouse Christine) Hulkower, Asheville, N.C.; a half brother, Matt Stein; mother- and father-in-law, David and Carole Delp, Winona Lake; two sisters-in-law, Sally (and spouse Billy) Tahy and Amy Delp (and spouse Robert); two nieces, Rachel and Emily, both of Asheville; and a nephew, Benjamin, Asheville.
Services will be at 1 p.m. Wednesday at St. Paul's Episcopal Church, 228 S. Pitt St., Alexandria, VA 23314.
