Manchester Council Members Swear-In For The Year

At the first meeting of 2016, the members of the North Manchester Town Council were sworn in by judge Robert McCallen for a new year of serving.
The council members then held an election of officers using a ballot system. The president nominees were James Smith and Chalmer Tobias, and council members went with Smith as president.
Laura Rager was the only nominee for vice president and thus earned her original position on the board that she held in 2015.
Two additional members joined the council: Tobias and Allen Miracle. Each gave a statement for their goals to achieve this year in regards to improving the town of North Manchester.
Tobias said, “I was honored to be nominated as the president. I think Jim will do a fantastic job. I’ve been captain of some developments that are carrying over into 2016. I haven’t come in with no idea what is going on. Basically, I want to see the town move forward and I want to help it grow and do what I can to justify the faith the voters put into me.”
Miracle remarked, “I was appointed officially today. I wasn’t aware that I would be doing this until this week! I am a new member and I hope to learn and do what I can to keep the town functioning, pay our bills and keep our employees.”
Many of the departments are making preparations for the new year. The Parks and Recreation department is to submit a draft of its master plan Jan. 15 and its final draft in April.
The Town Life Center underwent a self-prompted inspection of the facility. They will be replacing three fire extinguishers and replacing the batteries in their smoke alarms to ensure their building is safe.
The Storm Water department is ready for what winter may bring and has already taken care of many fallen branches that came down during the last week, council heard.
A new ordinance officer position is in the works. Dave Schoeff explained that it would combine the positions of many code enforcement officers to create a part-time job that could offer 30 hours a week. Many of these officers currently leave due to the few hours that are available.
The downtown stairs have their edging grips coming soon after the materials were ordered this week. The type chosen was more expensive than anticipated, but it is hoped it will last much longer.
As the meeting drew to a close, as a final comment Thomas Dale reminded the board of the loss of Christopher Garber.
“Chris was a tireless worker. He was a tremendous leader to this council,” Dale said. “He was the only Democrat on this board. But it wasn’t about the political… we looked at what was best for the town. It is so sad to lose such a vibrant man as Chris at his age. This will be a loss for North Manchester as well as the town council.”
