Chapman Lake Success
Editor, Times-Union:Volunteer organizations have many members who participate only because it is their desire that the group succeed and continue on the right track toward whatever goal they have set together. Most seek and want no recognition for what they do. Their only desire is to contribute to a successful venture.
This year, at Chapman Lake, there were an abundance of volunteers who stepped forward to assist us when the going got tough July 4th prior to the annual fireworks display, and, again, afterward when we needed to do some things we had not planned to do and for which we were not prepared.
Nevertheless, the volunteers of the Chapman Lakes Conservation Association made this year's celebration successful under difficult circumstances just because it had to be done. There are a lot of unsung heroes this year, some members, some not members, who deserve our gratitude for pulling it off once again.
A hearty "thank you" to all.

Wonderful Concert
Editor, Times-Union:The other Saturday I went down to the Warsaw City of Lakes Festival at Central Park. The concert was wonderful and well attended with a lot of people. I also walked around the park. There were a lot of all kinds of stands and eating stands. I stopped at one stand and the gentleman came here from Chicago. He never ended in telling me that Warsaw was the cleanest and most beautiful town he had ever been to. He should see it now since people put out flowers and the street department painted the street lanes and all the curbs.
Years ago I would go to Chicago to the shows to buy for the store and every year my husband and I would go through Chicago to go out West on our vacation. Where we went it didn't look so good. But all the years since, I'm sure it looks better.
It was nice to hear this wonderful compliment from this gentleman from Chicago.

Editor, Times-Union:I was wondering if someone could explain to me the purpose of the Child Support Division in Kosciusko County. A few months ago an honorable judge with the Kosciusko Circuit Court signed a court order obligating my ex-wife to pay child support. This seemed simple enough to me, I mean after all, this was a court order signed by a judge. After nearly a year has passed, however, with no support payments made, I contacted the child support office which informed me that I would have to pick up an application for child support services. So I take off work and drive to Warsaw with my copy of this court order, which they had no interest in reviewing. Instead, they hand me a stack of paperwork to fill out and tell me to come back with the completed application and a $25 money order. After spending thousands of dollars on attorney fees to get this case finalized I'm now faced with additional charges so they can actually collect the money? I guess at this point I would have never had a problem with this procedure, but I can recall six years ago when I was the one paying the child support and I was ordered to report to the clerk's office immediately after the court proceedings.
From day one my child support obligations were deducted from my paycheck. I fill out all the paperwork and call the number listed on the card they gave me. Of course this is a number that doesn't ring into the office, instead it's a recorded message. I left a message and wait for a week or so without ever receiving a call back. I just figured that the office staff was so busy they may have just overlooked my message. So I take another day off work to drive to Warsaw with all my paperwork and the money order. I report to the child support office and wait five minutes listening to two of the staff members discussing fireworks and cookouts. Finally one of them noticed that I was standing there and asked if they could help me. I informed them that I had my application and money order filled out and wanted to turn it in. They informed me that I had to have a special appointment with a case worker and the next available appointment was five weeks away. This just totally shocked me. I'm sure that the five minutes they spent discussing fireworks and cookouts while I stood there could have been better utilized trying to clear up what must be an enormous backlog of child support applications. I know where my children's mother lives and works and I just don't understand why all of this paperwork is necessary after a court has ordered that it will in fact happen. I suppose I'll have to wait another five weeks to sit down with an already overwhelmed staff, and probably another six weeks on top of that before my children ever see a dime. I have no problem paying for government services which are effective. The child support division of Kosciusko County however, is by no means an effective government service.
