Editor, Times-Union:
As President of the Warsaw Community Development Corporation, I am writing to give a year in review report to the community. 2004 was an exciting year for our organization highlighted by our cities ' celebration of it's Sesquicentennial. Many volunteers were involved in planning and assisting in the birthday party.

The following businesses benefited from the City of Warsaw's Matching Grant program for facade improvements: Courthouse Coffee, WAWC, Bishop Books, Owens & Company, Bob List Photography, Readers World, Mosaique Restaurant and LRB, LLC.

The assistance enabled many businesses to create a fresh clean appearance on the face of their buildings. We appreciate the City's cooperation with this program and look forward to working with additional building owners in this the third year of the program.

We will continue to work with The Land Plan Group as the second phase of the downtown streetscape program is implemented. The enhancements on Center Street provided a warm touch to our downtown.

You will recall that Mayor Ernie Wiggins and the City Council worked together with the Hyett-Palma Group to determine areas for improvement in downtown. To date, many of the ideas have been implemented including the streetscape project, implementation of the matching grant program, angled parking on Main Street and installation of new parking signs. Mayor Wiggins and members of our City Council deserve credit for continuing to implement these programs. The programs appear to be working as we had ribbon cuttings at 13 new businesses during 2004.

Under Carmen Locke's direction, we continued many of our fun events including Halloween Spooktakular and Hometown Holidays. Members of Kosciusko County Board of Realtors, Warsaw Breakfast Optimist Club and Miller's Merry Manor provided the manpower needed to make these events successful.

Our new computer and program updates assisted in planning these events.

The Biblical Gardens looked great this summer under the leadership of Jon Garber and his committee. Jon has submitted his resignation as Chairman of this committee.

His work and the work of his city park employees has been a big help in maintaining the gardens. Faithfully, Toshika Gunter tends to the gardens, weeding, fertilizing and caring for the beds on a daily basis. We look forward to continued great things for the gardens under the chairmanship of Kevin Zachery.

Our low-interest loan fund continues to provide assistance to many downtown building owners. Under Lake City Bank Vice President Clint Pletcher's watchful eye the program continues to operate smoothly. Over the years, this fund has provided assistance to many of our downtown building owners.

As this year unfolds, we will see Zimmer expand into the Lake Theatre Building, major renovation at the Downtown, continued work on the Odd-Fellows Building and hopefully the opening of the much anticipated micro-brewery.

I encourage you to spend time in our downtown. We are fortunate to have an attractive downtown. As one of Main Streets Certified programs, we have much to be thankful for. Many have worked hard to enhance the appearance and economic vitality of our downtown. Your support of the merchants, restaurants and professional and financial service businesses located downtown benefits us all.
