Lakeland Sewer to Open Bids Starting Next Week

NORTH WEBSTER – The Lakeland Regional Sewer District will start opening construction bids next week, the district board heard Thursday.
The board will hold special meetings to open bids Dec. 11, Dec. 16 and Dec. 18, all at 6 p.m. Bids for  section A of the collection system will be opened at the first meeting, then for section B, and for Section C as well as the wastewater treatment plant at the third meeting.
The board expects to receive three to eight bids per section and will vote on them during a later regular meeting. All four parts of the project will begin construction simultaneously.
Other upcoming deadlines include securing financing from the Indiana Bond Bank by mid-January, followed by a rate recommendation from Umbaugh and Associates, which the board will hear at its Feb. 5 meeting. The rate will receive a public hearing at the March 5 meeting.
The board is also in the middle of negotiating with Jones Petrie Rafinski Corp. to act as billing agency and Astbury Water Technology Inc. to operate the treatment plant. Members picked the two companies during the August meeting. They heard Thursday the contract agreement will be sent to JPR and the proposal for Astbury will be distributed to members for them to look at.
Later in the meeting Mark Dillon, the owner of a bait shop outside the district at Ind. 13 and CR 350N, who has been seeking inclusion in the system, asked if a planned grinder pump location near him could be moved to make it easier for him to hook in.
District attorney Andrew Boxberger responded that the board needs to first develop policies and procedures for additional connections from outside the district. Board President Jim Haney said their priority now is customers within the district, but that they could begin looking at it after the bond closing.[[In-content Ad]]
