INDOT - BRIDGE REPLACEMENT

Public Notice Des. No. 0800168 The Indiana Department of Transportation (INDOT) is planning to undertake a bridge replacement project funded, in part, by the Federal Highway Administration. The subject bridge is SR 19 over Yellow Creek, 0.30 mile south of SR 25, in the Town of Mentone, Kosciusko County, Indiana. The existing bridge is a single-span (38') side-by-side box beam structure on timber abutments. The structure was originally constructed in 1964 with an asphalt overlay. In 1980, the asphalt overlay was removed and a 7" thick concrete deck (non-composite) was installed. The structure appears to be in fair condition for its age. Box beam no. 2 exhibits a small area of delamination and box beam no. 7 exhibits a small area of spalling; both on the bottom flange near mid-span. The substructure is likewise in fairly good condition with signs of timber rot only on a couple of the bottom backing boards at the north abutment. The timber piling does not appear to be in distress. The concrete deck is in good condition but there appears to be some minor damage at each end where the approach roadway has settled and may have been hit by snowplows. The purpose of the proposed project is to provide a hydraulically adequate and structurally sufficient structure in order to perpetuate vehicular crossing at this location, while increasing the safety features of the project area. The primary need for this project is evidenced by the structural deficiencies including delamination and spalling of the concrete and deteriorating timber end bents. The preferred alternative at this time to replace the structure "in kind" to meet minimum 3R standards with a typical bridge cross-section consisting of two 11' travel lanes and 5' shoulders to the face of guardrail (31'-4" clear roadway, 34'-4" out-to-out coping). The clear roadway width at the bridge would then taper down to match the existing roadway configuration north and south of the structure. Work is proposed to exist up to 300' north and south of the structure. The apparent existing right-of-way is 30' each side of centerline and the proposed right-of-way will remain at 30' except for a "bump-out" to 45' around the structure that is necessary for construction, totaling a permanent right-of-way purchase estimated at 0.15 acres. The proposed actions do not impact items listed on or eligible for the National Register of Historic Places. The INDOT, acting on behalf of the FHWA, has issued a "no historic properties affected" finding for the project. The finding was issued because no properties listed on or eligible for inclusion in the National Register are present within the project area. In accordance with the National Historic Preservation Act, the views of the public are being sought regarding the effect of the proposed project on the historic elements as per 36 CFR 800.2(d), 800.3(e) and 800.6(a)(4). Pursuant to 36 CFR 800.6(a) (4), the documentation specified in 36 CFR 800. 11 (d) is available for inspection in the INDOT Cultural Resources Section, Office of Environmental Services, Division of Production Management in Indianapolis. This documentation serves as the basis for the "no historic properties affected" finding. The views of the public on this finding are being sought.
