Ind. 15N TIF District Process Started By Redevelopment Group

The first official steps toward creating a tax increment financing district along Ind. 15 north of Warsaw began Thursday at the Kosciusko County Redevelopment Commission meeting.

The district has been a board topic for months, and results from the county's funding an increase in sewer line size from Warsaw to Leesburg. The town has been ordered to improve its infrastructure by the Department of Environmental Management. Warsaw's wastewater utility will provide services.

The increase in sewer line size will allow properties along the state route to have wastewater services. Cost to the county is $350,000. The TIF district allows the county to earmark property taxes in the area for repayment.

The district begins at CR 400N, north on Ind. 15 to Levi Lee, north along Old 15, along School Street, to the west along Leesburg's south side, to CR 675N, south on CR 100W to CR 600N, then to CR 150W.

The TIF documents will be reviewed by the Area Plan Commission, which will forward recommendations to the county commissioners. The commissioners' comments will be sent back to the redevelopment commission. A public hearing will be scheduled for final approval.

The redevelopment board decided not to include the town of Leesburg in the TIF district.

Redevelopment Commission board member Bruce Woodward said the town was well-established and has expanded its borders as it has grown.

"Everything in town is improved," he said. "TIF money comes from improvements after the TIF is established. I see no reason to include them."

Woodward said the APC is completing the task of defining an "overlay" district zoning for the area. The language will encourage comparable businesses to locate near one another and define residential subdivisions.

"The current zoning ordinance boggs down the APC because of exceptions and variances. Better definitions will help developers. And we can make adjustments up and down the TIF district," Woodward said.

The board also:

n Talked about establishing a city-county event center.

n Discussed a "remote" meeting in Syracuse or Pierceton.

n Talked about maintaining the "Orthopaedics Capital of the World" title in Warsaw.

The next meeting is June 14 at 9 a.m.
