Union Street, Suit 230, Warsaw, IN 46580 (574) 269-7641 On or about December 3, 2010 the Housing Opportunities of Warsaw, Inc. will submit a request to the Indiana Housing and Community Development Authority (IHCDA) for the release of Community Development Block Grant funds under Title 1 of the Housing and Community Development Act of 1974, as amended, to undertake a project known as: Project title: ARRA Owner Occupied Rehab Program Purpose/Scope of project: Repair homes deferred through the ARRA Weatherization Program Estimated funding: $102,376.00 Project location if applicable: Scattered sites throughout Kosciusko County, IN The activities are categorically excluded under HUD regulations at 24 CFR Part 58 from National Environmental Policy Act requirements. Union Street, 230, Warsaw, IN 46580 were ERR can be examined or copied weekdays 8:00 a.m. to 4:30 p.m. PUBLIC COMMENTS Any individual, group or agency may submit written comments on the ERR to Housing Opportunities of Warsaw, 827 S. Union Street, Suite 230, Warsaw, IN 46580. All comments received by December 20, 2010; will be considered by Housing Opportunities of Warsaw prior to authorizing submission of a request for release of funds. RELEASE OF FUNDS Housing Opportunities of Warsaw, Inc. certifies of IHCDA that Pamela Kennedy of Housing Opportunities of Warsaw, Inc. in her capacity as Executive Director consists to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. IHCDA's approval of the certification satisfies its responsibilities under NEPA and related laws and authorities, and allows the Housing Opportunities of Warsaw Inc. to use Program funds. IHCDA will accept objections to its release of funds and the Housing Opportunities of Warsaw, Inc. certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the Housing Opportunities of Warsaw Inc.; (b) the Housing Opportunities of Warsaw Inc. has omitted a step or failed to make a decision or funding required by HUD regulations at 24 CFR Part 58; (c) the Housing Opportunities of Warsaw Inc. has committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by IHCDA; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality.
