Highway Dept. Bids Awarded

Rob Ladson, Kosciusko County Highway superintendent and engineer, presented his recommendations to the county commissioners Tuesday on the highway department's 2002 annual bids.
The commissioners accepted all of Ladson's recommendations except one.
Though Ladson recommended DeAngelo Brothers for weed spray, the county commissioners decided to go with Daltons, a local business. The difference between Daltons and DeAngelo was $600 and the commissioners said with such a small difference, they wanted to support the local company. There were two other bidders.
For dust control, Ladson recommended AJP Corp., which offered the lowest price for 38 percent calcium. There were two other bidders.
Vulcan Signs Inc. and Hall Signs Inc. were recommended for road signs. 3M and Rocal Inc. were rejected. Hall Signs and Vulcan also received the bids for sign posts, while Rocal Inc. was rejected.
There were nine bidders for aggregate and Ladson recommended all be accepted given that the gravel pits and stone quarries are in various areas throughout and around the county.
The corrugated metal pipe bid was awarded to both bidding businesses - St. Regis and Debco Metal Culverts - since pipe sizes and types vary.
All bids were also accepted for liquid bituminous material since all bids are based upon an escalation cause. Bidders included Pierceton Trucking, Koch Materials and Seneca Petroleum Co.
Since Ranger Materials and Brooks Construction did not state their plant locations in their bids, the bid for plant rental for mixing asphalt (county provides materials) went to Phend & Brown and NiBlock.
For bituminous hot mix asphalt (contractor providing materials in county trucks), Phend & Brown, Brooks Construction and Ranger Materials were awarded the bid based on price and close proximity. Two other bidders were rejected.
All bids were accepted for bituminous hot mix asphalt (laid by contractor) and included Phend & Brown, NiBlock, Reith-Riley and Brooks Construction.
In other business, the commissioners:
• Approved an interlocal agreement with the Kosciusko County Solid Waste District. The agreement allows county auditor Sue Ann Mitchell to serve as the controller for the district with reimbursement for services coming back to the county. In the first year, the county will receive a reimbursement of $5,000 and $6,000 every year thereafter.
"This will ensure those funds are appropriately taken care of," said county auditor Sue Ann Mitchell.
• Approved the Cardinal Center to retain $2,500 for roof repair on the Alternative Learning Center building. For 2001, the county council approved $37,000 to the Cardinal Center for a roof project but the project cost less than that and the Cardinal Center had $2,500 remaining.
• Approved five change orders for the Kosciusko County Justice Building expansion project.
One change order will give the county $2,000 credit, according to county administrator Ron Robinson. The largest of the remaining four is approximately $5,300 for metal ceilings.
• Approved the Kosciusko Area Bus Service operational and capital contracts for KABS' 2002 budget as well as the quarterly reports.
• Approved changes to the county employees' medical plan.
• Approved the county highway purchasing a furnace. The current furnace, which is approximately 25-30 years old, at the highway department office is leaking carbon monoxide, though Ladson said the levels are not critical.
• Approved the speed limit on Armstrong Road in Oswego to be 55 mph, 45 mph and 35 mph.
• Approved for the county highway department to put road markers on stop signs as they need replaced.
• Continued a request to make the intersection of CR 300S and County Farm Road a four-way stop. Though Ladson said he was not recommending a four-way stop at that intersection, Jackson said he wants to take a closer look at the intersection.
• Opened the statements of qualifications for the aerial photos of the county to be taken next year. The statements contain information on how the nine bidding companies would take the photos and what they would photograph, but do not contain cost information, according to Geographical Imagining System director Bill Holder. A recommendation to the county commissioners should be ready by Dec. 4.
