Highway Department To Install Waste Oil Heater

Highway Department Superintendent Dennis Pletcher received permission to install a waste oil-using heating furnace in the department's main building from the county commissioners Tuesday.

Pletcher said the department's costs of $15,000 to $20,000 probably will be recouped in three years.

He advised commissioners Ron Truex and Brad Jackson that street paving work is done on CR 200N, between U.S. 30 and CR 175E and on CR 250N between Ind. 15 to CR 150E. He said the Deerwood Park subdivision paving should be finished by the end of the week.

Pletcher also received a letter from the Hunter's Ridge Property Owners Association asking the county not sand the streets, just the intersections, in the subdivision.

The commissioners overturned a recommendation by the Area Planning Commission and approved a rezoning request by Rex Hogan. The APC denied the agricultural to residential rezoning.

The property is in Wayne Township on the north side of CR 100S, 1,291 feet east of CR 325E.

Hogan said he plans to build duplexes on the property, keeping it as natural as possible "for people who want to be closer to nature - young people and retired couples."

He also said the roads would be built to county standards but the county will not be asked to maintain them.

A property owner to the north, John Hire, remonstrated against the rezoning request.

A request by Stanley and Phyllis Custer to add housing on the Little Big Horn Golf Course was tabled. The APC also denied this request to change the course's zoning from agricultural to residential.

Custer representative Rick Helm said four fairways would be reconfigured to accommodate houses.

Assistant County Planner Matt Sandy said the APC doesn't want a pocket of residential development here.

Truex said there were houses out that way, all along Old 30.

Bruce Messmore spoke against the request, saying the area is still very rural with hog and duck operations as well as grain elevators nearby.

Truex said he wanted to visit the area before making a decision and the item was tabled until Nov. 15.

Surveyor Dick Kemper, an APC member, said it would have been better if housing was included in the original plat.

"There's too much agriculture in the area," Kemper said.

The board also:

• Held a public hearing for the Cardinal Center's grant request. The organization is applying for a $50,000 planning grant from the state Rural Affairs Office.

This grant precedes an application for a $500,000 grant to upgrade the heating and air conditioning in the center's main building. Other items also will be replaced or repaired.

No members of the public spoke about the grant.

• Approved a request by Blue Print Development to rezone 26 acres on the south side of Winona Lake, beside Foxwood Estates, from agricultural to residential. The property is on the east side of CR 75E, north of CR 225S.

• Approved a request by Carr Development to rezone property on the southwest corner of Armstrong Road and CR 500N from commercial to residential.

• Approved a request by Lucille Searfoss to rezone 30 acres of prairie environmental ground to agricultural. The property is on the west side of CR 200W, 977 feet south of CR 800N.

• Approved a revision to the sign ordinance changing the maximum square footage of real estate signs from 4 square feet to 7 square feet.
