Gunter Presides Over Her 'Last' Meeting

Brad Jacskon, this year's president of the county commissioners, handed the gavel over to outgoing commissioner Avis Gunter during the board's year-end meeting Friday.
The commissioners made routine appointments for 2007. Bob conley, incoming commissioner, was assigned to board seats held by Gunter, including the Area Plan Commission and Warsaw Community Development.
Bud Watkins was reappointed to the Drainage Board; Brad Jackson to the wage committee and Ron Truex will continue as the commissioner's representative on the drainage board.
Other appointments include: Dan Richard, area plan director; Matt Sandy, plan director assistant; Ron Robinson, county administrator; Nanette Newland, administrator's secretary; Mike Miner, county attorney; Robert Weaver, county health department head; Dennis Pletcher, county highway superintendent; Jeff Rohrer, county highway assistant; Bill Holder, global information systems; Ed Rock, homeland security, local emergency planning; Don Taylor, maintenance; Jon Roberts, St. Joe River Basin Board; Bob Momeyer, systems adminstrator; Paul Henning, systems administrator assistant; Mike Barnett, veterans officer; and Larry Marner, weights and measures.
Doug Harvey of the Builders Association of Kosciusko and Fulton Counties asked that the commissioners implement a code enforcement plan.
Harvey serves on the association's governmental affairs committee.
For nearly a year the committee has studied the possibility of implementing a local code enforcement plan.
"The International Residential Codes for one- and two-family dwellings has been adopted by the state as law since 2000. The IRC codes are the minimum health and safety standards in which builders, remodelers and homeowners must follow when building within our state."
Harvey, who works for Coplen Construction of Warsaw, waid the program could be self-funded through permit fees and registration fees for subcontractors and builders.
The idea was taken under advisement.
A rezoning request by Primix to rezone property from agricultural to Industrial III in harrison Township was approved.
Planning director Dan Richard said the APC sent a favorable recommendation to rezone the land.
Primix representative lawyer Steve Snyder said the company plans to sell the land, located in Atwood, on the south side of Old Road 30 to Nature's Fuel, a fuel pellet manufacturing company.
County highway assistant Jeff Rohrer presented three subdivison requsts for snowplowing and maintenance: in Chery Creek Manor, in Blackberry Trace and in Shadow Lakes.
A stop sign ordinance for streets in Shadow Lakes and Kern's Crossing also were approved.
County administrator Ron Robinson recommended a new roof be put on the animal shelter and said Bambi's Roofing quoted cost of $14,528 or the job, which was approved.
Auditor Sue Ann Mitchell reminded the board of the swearing-in ceremony Wednesday at 1 p.m. and the retirement party for Avis Gunter at 2 p.m. the same day.
Mitchell said Gunter was a wonderful friend and mentor, "a poster child for public service."
County commissioners are Gunter, Truex and Jackson.
