Grocer Seeks Zoning In Syracuse

Marsh is looking to build an Arthur's Fresh Market in Syracuse at 707 S. Huntington St., formerly the Wawasee Motel and an old laundromat.

According to information provided Tuesday by Matt Sandy, Kosciusko County Area Plan Commission assistant planner, the company filed a petition June 9 to rezone a piece of property behind the motel from its current designation of industrial II to commercial.

The back property was owned by Syracuse Rubber and was zoned industrial II though it remained vacant, according to attorney Steve Snyder, who is representing Marsh in the matter. The front portion, where the hotel and laundromat are, already is zoned commercial. The plan commission was set to hear the rezoning today at 1 p.m.

The plan commission then will send its recommendation to the Syracuse Town Council, which will hear it July 15 at its town council meeting. On rezonings, the plan commission is only a recommending body.

Marsh also filed petitions June 24 to the Syracuse Board of Zoning Appeals for a variance and exemption. The Syracuse BZA will hear those petitions July 17. The exemption is to allow more than one use on a lot - a car wash, retail sales and gasoline. The variance will be to allow less parking than ordinance requires. Sandy said ordinances require 192 spaces, but Marsh wants 104.

Originally, the building size was planned for 3,700 square feet. However, Sandy said Marsh has revised its site plan and may plan 19,000 square feet. However, until the plans are officially presented, Sandy said, he won't know the definite plans of the corporation.

"It's a good sized lot," Sandy said. "The parking lot is not a real issue."

Snyder said he didn't think Arthur's Fresh Market is a full-blown grocery store. They are proposing gasoline sales, but don't know if they will go ahead with those plans. The original plan was for a Village Pantry - a convenience store - with a car wash and other retail items. When Marsh decided to put in an Arthur's Fresh Market instead, Snyder said, they decided to eliminate the other retail store and car wash.

The rezoning hearing today is only to see if the rezoning of the land from industrial II to commercial is compatible with the area, Sandy said. Of course, Sandy said, the Syracuse BZA will look at the traffic flow and control, use in general and placement of the buildings.
