Gravy Train

I have a problem, and correct me if I'm wrong, but as I understand it, a family with $88,000 or less yearly income qualifies for help from the federal government with their health insurance premiums. Have never bothered to check the yearly amount of my Social Security but am reasonably sure it would be less than the above figure. Plus the fact the feds take a few bucks out of the total for Medicare payments and drug ins. Also use checks to pay my supplemental insurance cost.
Dumb old me, but surely it makes me eligible for the same help as the above family. Guess my question is, who do I contact to get on the gravy train? Am sure it isn't gonna be the anointed one himself. Perhaps one of the czars, but which one? Need some help on finding the person who can assist me. Any ideas?
