Gatke Contract Awarded

KelCon Construction was awarded the waste removal contract at the Gatke brownsfield site during Friday's Warsaw Board of Works meeting. The decision was tabled at the last BOW meeting. A quote presented by QEPI Construction held questions, which weren't resolved until this meeting.

Quotes were allowed instead of bids because no bids were submitted in the first round of advertisement.

KelCon, operated by Jack Kelley, has also been awarded the demolition phase of the Gatke project.

In other business the board:

• Approved Camden Construction as contractor on the Lake City Greenway for construction work on the Beyer Farm arm of the trail. The $181,000 award will be paid through an Indiana Department of Transportation recreational trails grant, grants from the K21 Foundation and Kosciusko Community Foundation as well as from private gifts and donations, according to city planner Jeff Noffsinger. Noffsinger began the project five years ago as a Kosciusko Leadership Academy "white paper." Since then he has spearheaded the trail-system project. The Beyer Farm trail, from Pike Lake to the Kosciusko Community Hospital grounds will be the first portion of the eight-mile trail completed.

• Approved a travel request by police officer Brandon Zartman.

• Approved two contracts requested by Janelle Wilson, Warsaw Parks Department activities director, regarding the "12 Days of Christmas" community holiday party. One is with Gary McDaniel representing the Brasswind ensemble for entertainment in the amount of $450, and the other is with GBC Media for spot radio advertisements on WRSW radio station in the amount of $425.

• Noted the city is holding a public auction Nov. 23 at 10 a.m. street department grounds.

• Heard the fire department received a $300 grant from Wal-Mart that will be used for the fire prevention program, according to fire chief Matt Warren.

• Approved a contract between Housing Opportunities of Warsaw as administrator for the next round of Indiana Housing Finance Authority funding. HOW's executive director Laura Kaufman also appeared before the board requesting subordination for one of the homeowners served in 1997. The homeowners wish to refinance their property. The subordination ensures the city retains its position as the second mortgagee.

• Approved a construction fund payment in the amount of $1 million to Indiana Construction Corp./Corporate Construction Inc. and $111,117 to the escrow account at Star Financial Bank. The funds are for ongoing construction of the new wastewater treatment facility.

• Approved a contract with Pro Air Inc., Bloomington, as requested by the fire department in the amount of $1,180 for service to air compressors.

• Heard Fred Parrett will return to work on light duty at the fire department.

• Planned two special meetings, both at 10:30 a.m.: Nov. 22 to open bids for the McKinley Street construction project and Nov. 26 to award bids for the project.
