He was born March 27, 1929, in Greenwood, to Bernard and Geneva K. Payne Kelley, who preceded him in death. His wife, Sarah R. Kelley, died May 9, 2003.
A U.S. Navy veteran, he served in the Korean War and was honorably discharged July 6, 1959, with more than 11 years of service to his country.
He moved to Warsaw from Indianapolis in 1992. He was head of security at the Indianapolis Museum of Art, retiring in 1991.
Surviving are four sons: Frank Jr. (and spouse Gaberialle) Kelley and Patrick (and spouse Bethanie) Kelley, all of Warsaw; Michael (and spouse Nichole) Kelley, Indianapolis; and Butch Kelley, Colorado; three daughters: Geneva (and spouse Mitchell) Ousley, Homosassa, Fla.; Rebecca (and spouse Robert) Brown, Atlanta, Ga.; and Karen (and spouse Duane) Desjarlais, Avon; 17 grandchildren; 12 great-grandchildren; a brother, Richard (and spouse Joyce) Kelley, Indianapolis.
Services will be at 1 p.m. Monday at Marion National Cemetery with the National Cemetery Chaplain officiating.
No calling is planned.
