Form Must Be Filed Before Shelter Petition Can Be Reviewed

A petition was submitted Nov. 9 to the building and planning department in opposition to a proposed homeless shelter in downtown Warsaw.

The petition has 37 names of downtown business and property owners.

Fellowship Missions is proposing to locate a permanent shelter at the former Brennan building at 110 E. Market St.

During an interview this morning, City Planner Jeremy Skinner said the building and planning department received the petition Nov. 9 from Jerry Opperud, Buffalo Street Emporium, who collected the signatures.

Skinner said the petition is public record. The Times-Union received the petition Wednesday morning.

The building and planning department has created an advertisement to run in the Times-Union for Warsaw Board of Zoning Appeals to review the petition Dec. 27 at 7 p.m. at city hall.

The board also will discuss the interpretation of the city's zoning ordinance that does not preclude allowing a shelter in a commercial zoned district.

Skinner, however, said Opperud must pick up a form at the planning department office and sign it before the meeting will be advertised and conducted.

Skinner said Opperud can still withdraw the petition up until the Dec. 27 meeting, but once the Dec. 27 meeting begins the petition can not be withdrawn.

If Opperud withdraws the petition, the issue would not be on the Dec. 27 agenda, Skinner said.

Some of the signatures of downtown merchants and property owners on the petition were illegible. The Times-Union used the county Geophraphical Imaging System and the Internet to cross-referernce names, addresses and businesses.
