Following Cuts, Manchester Schools Ready To Submit 2011 Budget

NORTH MANCHESTER - After cutting more than $1 million, Manchester Community Schools is ready to submit its 2011 budget.

Tuesday night in North Manchester, Business Manager Steve Shumaker presented the annual budget for the school corporation. This year's total budget is $3,598,667, with the general fund totaling $9,500,000.

Last year, the corporation's general fund totaled about $10,500,000, but when the state took over all schools' general funds, Manchester was forced to cut $1 million from its budget.

The proposed budget has a debt service fund of $1,836,575, a retirement/severance bond debt service of $222,354 and a capital projects fund totaling $1,918,000.

The school transportation fund makes up $738,900 of the total budget, while the school bus replacement fund is $119,400. The bus replacement fund for 2011 is lower than this year because the corporation plans to replace only one bus.

In other business, the board:

Approved the Manchester Community Schools Board Code of Conduct and board ethics.

Heard a presentation from Dr. Diana Showalter about the new Indiana Growth Model for evaluating student progress.

"The Indiana Growth Model uses a statistical model to calculate each student's progress, or growth, on state assessments. The Growth Model can be used to display students, school and district results to educators and to the public," Showalter said.

The Growth Model groups students by their scores and compares their progress from one year to the next. The model is supposed to be a better way to measure progress of individual students.
