Fire-Damaged Residences Deemed Unsafe To Be Demolished

Two single-family Warsaw residences damaged by fires have been deemed unsafe and will be demolished.

A demolition hearing was held Monday afternoon at city hall to discuss the residences.

The two residences that will be demolished include 414 N. Columbia Street and 106 N. Park Ave.

Those who attended the hearing included Hearing Commissioner Lawrence Clifford; Building Commissioner Todd Slabaugh; City Attorney Mike Valentine; City Planner Jeremy Skinner and Warsaw Fire Department Marshal Mike Wilson.

The properties have been deemed unsafe by Slabaugh, the Warsaw building and planning department and Warsaw Fire Department.

Fire report hearing notice letters were mailed May 15 to Russell E. and Sharon E. Carson, formerly of 414 N. Columbia Street, and March 30 to Evelyn Montenegro, AMC Mortgage, for the 106 N. Park Ave. property.

Slabaugh said cost of repairs for both of the homes exceeds the cost of demolition.

A house fire occurred January 2, 2007, at the three-story single-family home at 414 N. Columbia St.

Wilson said the home was occupied three weeks prior to the fire, but has not been occupied since the fire.

Slabaugh said since the fire children have played around the home and it is unsafe.

He said the home from the outside looks fine, but the interior walls are not secure.

David Bengs, attorney for CitiMortgage, Indianapolis, attended Monday's meeting and said the company is working with HUD to seek bids for a contractor for the demolition of the home and hope to have a contractor selected this week.

Bengs said CitiMortgage will let the city know who the contractor for the demolition will be.

Clifford said CitiMortgage has until July 5 to demolish the residence.

A fire occurred at 106 N. Park Ave. July 8, 2006, and the homeowner died in the fire, Wilson said during the meeting.

A letter was sent May 30 to Evelyn Montenegro, AMC Mortgage, informing the ongoing complaints the Warsaw building and planning department has received stating the structure at 106 N. Park Avenue is unsafe.

Demolishing the residence and the attached garage in the rear of the home was approved.

Slabaugh said the city will be responsible for the demolition and will need to be recorded in the recorder's office.

He said the demolition will take place within the next few weeks.
