Dubois Drive May Become One-Way

Congestion problems at Dubois Drive and U.S. 30 may be eliminated if a proposal to make Dubois Drive a one-way street is approved.
The issue was discussed Thursday.
Mayor Ernie Wiggins and Street Superintendent Lacy Francis previously requested ideas to provide better traffic flow on Dubois Drive, Provident Drive, Park Avenue and U.S. 30.
Jeff Weaver, of U.S. Infrastructure, attended the meeting and supported the commission's idea of making the street one way west.
"If we made Dubois Street one-way, then ambulances and other traffic could benefit from the access to and from U.S. 30," Weaver said.
He said there is currently two west-bound lanes and an east-bound lane with a left-turn lane by the BP gas station.
Francis said making Dubois Drive one way would allow traffic on Park Avenue to flow freely and require traffic on U.S. 30 to wait longer. That could keep drivers from running red lights.
Francis said there still would be a left-turn lane onto Dubois Drive up to Provident Drive.
Police Chief Steve Foster said there have been problems with cars becoming backed up in the left-turn lane that are wanting to turn into the station.
"At peak hours I have seen as many as 14 cars within an hour turning into the BP station off of Dubois, and traffic being backed up wanting to make a left turn," Foster said.
Commission member Ann Sweet agreed making Dubois Drive one way would alleviate congestion problems.
Weaver suggested reconfiguring the project plan to make Dubois Drive one way west to Provident Drive. He said making the drive one way might add a month to the project plan and would need approval from the Indiana Department of Transportation
Foster said he would like Weaver to redraw the plans with the new proposed one way and submit the plans to the commission for another review before making a recommendation to the city council.
The commission also discussed adding extra signal lights at U.S. 30. for the left-turn lane and east side of U.S. 30 off of Husky Trail.
Also during the meeting, Sweet reported rumble strips have been installed on U.S. 30 and she has been in contact with INDOT to consider Warsaw as a pilot site for traffic cameras to deter red light running.
Lt. Kip Shuter presented the commission with a map of emergency evacuation routes for Kosciusko County in case of a snowstorm. Shuter asked the commission to review the map that included current evacuation routes, and wants to discuss them at a later meeting.
Francis reported child safety signs can be purchased at Target for $20 and $25. The commission discussed at its Aug. 3 meeting needing signs indicating children at play along Country Club Road.
He also reported signs indicating traffic does not stop were installed at the corner of Fort Wayne and Maple Streets. The commission approved implementing the signs at its Aug. 3 meeting.
The board will again meet Nov. 2 at 10 a.m. at the Warsaw Police Department.
