Drive-In Property To Become Subdivision

It could be considered by some an end to an era.

The Warsaw Drive-In will not open this year or any other year. The site is being turned into a 50-lot subdivision.

Wednesday, Connie and Mathew Heiman petitioned the Kosciusko County Area Plan Commission for a preliminary plat approval for the 40-acre tract. The property is on the north side of Old Road 30W and 100 feet west of Hartzler Street in Wayne Township.

Their petition was approved by a 7-to-2 vote. Commission members Kelly Easterday and Hal Strong voted against approving the preliminary plat.

Strong said his main objection was that the cul-de-sac was going to be 1,000 feet, more than twice allowed by ordinance.

Larry Long, representing the petitioners, said they looked at the possibility of having a circular street instead of the long cul-de-sac, but said the property toward the back is not wide enough.

County Highway Superintendent and Engineer Rob Ladson said the cul-de-sac violates ordinances, but he didn't really see any alternative.

Commission member Don Ahrms asked why there is a cul-de-sac limit of 500 feet. Area Plan Director Dan Richard said the main objection to a cul-de-sac of more than 500 feet is because of accessibility to houses and limitations for emergency vehicles.

The petitioners did agree to a 20-foot emergency easement at the front of the subdivision as another means to access the property.

The 50 lots will be developed in three phases. Richard reminded the petitioners the preliminary plat is valid for only one year, but they can get a one-year extension, for a maximum period of two years.

In other business, the plan commission unanimously approved :

• Larry Hoffer's petition to rezone 18.95 acres from an agricultural to a residential district. The property is on the west side of CR 725E and 150 feet south of CR 400N in Tippecanoe Township. The county commissioners will hear the petition March 28 at 10 a.m.

• Carl and Christine Lozier's petition for a preliminary plat approval for an agricultural II development on a 2.18-acre tract. The property is on the south side of CR 200N and west of CR 100E in Wayne Township.

• Brad and Tracy Jackson's petition for a preliminary plat approval for a residential development on 3.685 acres. The property is at 12210 Syracuse-Webster Road, three-tenths of a mile north of CR 1200N in Turkey Creek Township.

Jackson plans to develop five residential lots on the property.

At the February Syracuse Town Council meeting, the town council approved a sewer exemption request for Brad Jackson.

In January, the Syracuse council approved a request by Jackson to rezone it from agricultural to residential.

A 30-foot utility easement will be provided. According to Syracuse town council attorney Robert Reed, if a sewer line becomes available in the area, Jackson would have 90 days to hook the houses up to town sewer lines.

Members of the plan commission include Easterday, Ahrms, Kevin McSherry, Charlie Haffner, Richard Kemper, Norman Lovell, Barb Carwile and president Vic Virgil. They meet at 1 p.m. in the Kosciusko County courthouse the first Wednesday of every month. [[In-content Ad]]
