Davison Aces Operator Test; Streetscape Continues

Warsaw employee Brian Davison took a state Class I wastewater operator test in April and was announced as the stop scorer in the class of Friday at the board of works meeting.
"In 12 years I don't know of anyone who has scored higher on this test," said wastewater operations superintendent David Henderson. Davidson scored 97 percent.
It was noted in the Indiana Department of Environmental Management newsletter that there were 569 possible examinees, with 35 no shows. The overall passing rates were 55 percent in 2004 - 293 passed and 241 failed the tests given on the Class I-SP through Class IV municipal exams and Class A-SO through Class D industrial exams.
The board also approved a $5.7 million 2005 budget guideline for the wastewater treatment utility.
Kevin McCrory of the LandPlan Group appeared before the board regarding the next phase of the streetscape project. Next year's addition of stone planters, plants and trees will be on Buffalo Street from Market Street to Main Street, excluding the courthouse. LandPlan Group will design those changes, as it did for the Center Street improvements, at a cost of $16,250.
Community Development Coordinator Gisele Cox received permission to apply for an Indiana Downtown Challenge Grant, administered by the Indiana Association of Cities and Towns. The grant offers up to $30,000 for construction of streetscape projects.
Board of works member Mayor Ernie Wiggins said Warsaw was one of the early participants in the Indiana Downtown redevelopment program.
The board also:
• Reviewed a list of employees granted take home vehicle privileges: David Shaw of the cemetery department; Mayor Ernie Wiggins; Jon Garber, Larry Plummer Jr. and Janelle Wilson of the parks department; Lacy Francis Jr., David Tackett and Randy Ingle of the street department; Dave Henderson, Don Watters, Larry Hyden and James Martin of the wastewater utility. These employees are charged for the use of the vehicles. Police officers and firemen, considered public safety officers, are not charged. Matt Warren, Mike Wilson and Jim Dietsch of the fire department and James Craig of the police department also are assigned as take home vehicle employees.
• Approved several 2005 service contracts: with Larry long and Associates for engineering services, if needed; with On-Site Consulting for computer support at the planning and building department; with John Kimple and Associates for surveying; with Ace Pest Control; with ComforTemp, Pro Air Inc. and Firehouse Software Support as requested by the fire department; for janitorial Services by Greg Burgher; with Komputrol as requested by the sewage collection department and ServIT as requested by the sewage department; and with Bob's Cleaning Service to maintain the Center Lake Pavilion floor and with L & D Rental LLC for the city hall parking lot.
Awarded the bid for four 2--5 8-ton trucks to Hill Truck Sales, as recommended by public works superintendent Lacy Francis Jr. at as cost of $269,626.
