As part of this report, a crime comparison for the years 2005 through 2009, along with an applicable five-year average, was presented.
"Actually, 2009 ... turned out things were a lot less than they appeared on the monthly reports," Ciriello said. "A lot of our criminal activity was down, too. In tough economic times, it seemed like we were really busy for a time, but it did drop off some.
"We're out there making our presence known a little more, and people are watching for us. We're out there doing more ... getting out of the cars more and getting on foot."
Ciriello also stated that there have been fewer drug-related arrests, and that is partly due to increased cooperation with county law enforcement as well as other town's police departments.
"We're dividing up drug cases around the agencies," he said. "We meet every month and go over the cases. This has improved the effort of every agency in the county and it's working well for us."
Ciriello wants to continue doing five-year comparison studies on department activity.
"Traditionally, police work has always been reactive," he said. "The more proactive you are, you will start to reduce your numbers."
The idea of developing a traffic safety commission, made up of members of council, department heads, business owners and citizens was discussed again. Ciriello asked the council if it would be appropriate to include town manager Henry DeJulia on the commission as a private citizen. The council agreed to this, and Ciriello will present the council with a candidate for the traffic commission from the business community by next meeting.
It was also announced that Ciriello has been elected to the office of secretary-treasurer of the Indiana Association of Police Chiefs.
The Syracuse Parks Department has scheduled the Fourth Annual Cabin Fever Indoor Yard Sale for Feb. 27 from 9 a.m. to 2 p.m. at the community center. All available booth space has been rented.
The Bridal and Prom Expo is also sponsored in part by the parks department, and will be held at the middle school March 7 from 2 to 5 p.m. Tickets are $3 advance, $5 at the door.
In other parks department news, Dave VanLue has been re-elected as park board chairperson, and Kip Schumm is vice-chairperson.
In financial matters, it was reported to the council that $219,963.09 in county option income tax and $72,652.92 in economic development income tax, as excess taxes from Dec. 31, 2007, have been received by the town.
The council approved the utilities department to purchase a boom arm for the front-end loader. The cost is not to exceed $3,800.
