County To Buy New Software For Voter Registration

Kosciusko County's voter registration software no longer meets the state's requirements.

Tuesday, the Kosciusko County Commissioners unanimously approved county systems administrator Bob Momeyer's request to purchase new voter registration software from NTS, Niagara Falls, N.Y., for the basic cost of $64,242.

Momeyer said the state made changes in the law that make the county's software out of date.

Commissioner Avis Gunter told County Clerk Sharon Christner and Momeyer she appreciated all the work they put into finding the "best solution for our problem."

After the meeting, Momeyer said the software will help maintain the database of all registered voters in the county.

Christner said the clerk's office will eventually have to communicate with the state on a weekly or even daily basis and the new software will be capable of doing that.

In other business, the commissioners:

• Approved a contract with Woolpert for aerial photos of the county including contours of some areas of the county.

The last time the aerial photos were taken of Kosciusko County was in 1996.

Total cost is $598,916. Of the cost, $473,350.05 will come from county funds; $100,000 will come from reassessment funds; approximately $25,526 will come from the surveyor's perpetuation fund; and $20,000 will come from the towns of Syracuse, Warsaw and Winona Lake.

• Approved the purchase of a Pitney Bowes Tabletop Inserting System for the county treasurer's office for tax bill mailing. Cost is approximately $25,000.

• Approved the purchase of a sound system from Rick's Electronics for the new meeting room in the Justice Building at a cost of approximately $17,880. County administrator Ron Robinson said Rick's was the higher bid but the bid will "give us what we need."

• Approved a contract with BCS Inc. for heating equipment in the courthouse and Justice Building for $11,250 per year, and $5,800 for heating equipment in the jail and Justice Building.

• Approved paying $51,690 for Low Software license and services for Windows for the county auditor's financial program.

"We feel pretty comfortable this is going to be a really good deal for the county," said county auditor Sue Ann Mitchell.

Mitchell also presented the commissioners with the county's 2001 annual report and the auditor's office 2001 accomplishments report.

As of Jan. 1, 2001, Kosciusko County had a cash balance of $5,860,176.80 in its general fund. On Dec. 31, 2001, the cash balance was $7,109,305.37.

The total cash balance of all funds as of Jan. 1, 2001, was $17,495,985.33. The year ended with total cash and investments at $32,224,350.76.

• Approved the Turkey Creek Regional Sewer District grant subrecipient semi-annual report.

• Approved the Kosciusko County Highway report so it can be submitted to the state.

• Tabled Marsha Engle's petition to vacate approximately 300 feet of a platted road right of way on the east side of CR 700E in Tamarack Hills Second Division in Tippecanoe Township to July.
